On approval of the Regulations on the Ministry of Social Protection of the Republic of Khakassia
Lost force on the basis of Decree of the Government of the Republic of Khakassia dated April 23, 2019 N 177, which comes into force from the moment an entry on the renaming of the Ministry of Social Protection of the Republic of Khakassia is made in the Unified State Register of Legal Entities.

1.2. The Ministry is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President Russian Federation and the Government of the Russian Federation, the Constitution of the Republic of Khakassia, laws of the Republic of Khakassia, other legal acts of the Republic of Khakassia, as well as these Regulations.
1.3. The Ministry carries out its activities directly and through state government institutions of the Republic of Khakassia - departments of social support for the population of cities and districts in interaction with federal executive authorities, executive authorities of the Republic of Khakassia, local governments, enterprises, institutions and organizations, public associations and other organizations , citizens.
2. Powers of the Ministry
2.1. On the basis of and in pursuance of the legislation of the Russian Federation and the Republic of Khakassia, the Ministry, within its jurisdiction, exercises the following powers:
2.1.1. Submits to the Government of the Republic of Khakassia draft laws of the Republic of Khakassia, resolutions of the Government of the Republic of Khakassia and other documents that require a decision from the Government of the Republic of Khakassia on issues related to the established sphere of jurisdiction of the Ministry.
2.1.2. On the basis and in pursuance of the legislation of the Russian Federation and the legislation of the Republic of Khakassia, it independently adopts regulatory legal acts on issues of social protection and social support for certain categories of citizens, social services, state support for socially oriented non-profit organizations.
2.1.3. Carries out:
2.1.3.1. Functions of the main manager, administrator and recipient of funds from the republican budget of the Republic of Khakassia, provided for the maintenance of the Ministry and the implementation of the functions assigned to it.
2.1.3.2. The powers of the state customer in the manner and cases established by the legislation of the Russian Federation and the legislation of the Republic of Khakassia, when placing orders for the supply of goods, performance of work, provision of services for the state needs of the Republic of Khakassia at the expense of the republican budget of the Republic of Khakassia.
2.1.3.3. Functions and powers of the founder in relation to the state treasury, budgetary, autonomous institutions of the Republic of Khakassia and the state unitary enterprise of the Republic of Khakassia subordinate to him (hereinafter referred to as subordinate organizations).
2.1.3.4. Development, financial support and implementation of state programs of the Republic of Khakassia and regional programs.
2.1.3.5. Participation in the preparation of a state report on the situation of children and families with children in the Russian Federation.
2.1.3.6. Control over the activities of organizations subordinate to the Ministry.
2.1.3.7. Carrying out control and audit work in subordinate organizations and implementing internal financial control.
2.1.3.8. Organizational and technical support for the activities of the Council under the Government of the Republic of Khakassia for Veterans and Senior Citizens.
2.1.3.9. Organizational and technical support for the activities of the Coordination Council under the Government of the Republic of Khakassia to organize access for socially oriented non-profit organizations operating in the social sphere to budget funds allocated for the provision of social services to the population.
2.1.3.10. Organizational and technical support for the activities of the interdepartmental council on the organization of recreation, recreation and employment of children under the Government of the Republic of Khakassia and the interdepartmental commission under the Government of the Republic of Khakassia on the prevention of crime and the prevention of emergency situations in children's recreation areas, to ensure the safety of organized groups of children along the routes they follow by all types of transport.
2.1.3.11. Organizational, technical and methodological support activities of the Coordination Council for the implementation of demographic and family policy under the Government of the Republic of Khakassia.
2.1.3.12. Implementation of activities aimed at supporting socially oriented non-profit organizations.
2.1.3.13. Maintaining a state register of socially oriented non-profit organizations - recipients of support.
2.1.3.14. Creation of information systems and provision of access to the information contained in them in Russian.
2.1.3.15. Providing, including delivery, compensation and other payments to citizens (with the exception of compensation and other payments provided to military personnel, employees of internal affairs bodies, institutions and bodies of the penal system, the federal fire service of the State Fire Service, customs authorities of the Russian Federation, pensioners from the number of these persons, including workers (regardless of their place of work), civilian personnel of the specified federal executive authorities, as well as pensioners from among persons dismissed from the federal tax police, drug control agencies and psychotropic substances, including working (regardless of place of work), provided for in paragraphs 4, 5 (in terms of additional paid leave), 12 (in terms of monthly monetary compensation for child food) and 13 of part one, part four (in terms of funeral benefits) Article 14, paragraphs 3 and 4 of part one of Article 15, paragraph one of Article 16, paragraphs 3 (in terms of average earnings), 4 - 6 and 13 of Article 17, paragraphs 1 - 3, paragraph four of paragraph 4, paragraphs 5 and 7 (for with the exception of a double monthly child care benefit paid to citizens subject to compulsory social insurance in case of temporary disability and in connection with maternity, in the part attributable to the payment this manual until the child reaches the age of one and a half years), 8 - 10 of part one of Article 18, paragraphs 1 and 2, paragraph two of paragraph 3, paragraphs 4, 6 and 7 of part two of Article 19, paragraphs 1 - 3 and paragraph four of paragraph 4 of part two of Article 20 , paragraph 3 of part one of Article 25, parts one, two and four of Article 39, articles 40 and 41 of the Law of the Russian Federation of May 15, 1991 N 1244-1 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant.”

2.1.3.16. Payment, including delivery, to citizens of monthly monetary compensation provided for in Articles 8 and 9 of the Federal Law of November 26, 1998 N 175-FZ "On the social protection of citizens of the Russian Federation exposed to radiation as a result of the accident in 1957 at the Mayak production association" and discharges of radioactive waste into the Techa River" (with the exception of monthly monetary compensation provided to military personnel, employees of internal affairs bodies, institutions and bodies of the penal system, the federal fire service of the State Fire Service, customs authorities of the Russian Federation, pensioners from among these persons, in including working (regardless of place of work), civilian personnel of the specified federal executive authorities, as well as pensioners from among persons dismissed from the federal tax police, authorities for control of the circulation of narcotic drugs and psychotropic substances, including working (regardless of places of work).

2.1.3.17. Provision, including delivery, to citizens of compensation and other payments provided for in paragraphs 6, 8 and 15 (regarding additional paid leave) of part one of Article 2 and paragraph 3 of part two of Article 4 of the Federal Law of January 10, 2002 N 2-FZ "On social guarantees for citizens exposed to radiation as a result of nuclear tests at the Semipalatinsk test site" (except for the provision of compensation and other payments to military personnel, employees of internal affairs bodies, institutions and bodies of the penal system, the federal fire service of the State Fire Service, customs authorities of the Russian Federation, pensioners from among these persons, including employees (regardless of their place of work), civilian personnel of the specified federal executive authorities, as well as pensioners from among persons dismissed from the federal tax police authorities, authorities for control of the circulation of narcotic drugs and psychotropic substances, in including those who work (regardless of their place of work).

2.1.3.18. Establishment and payment of a long-service pension (a monthly supplement to the state or insurance pension) to persons who held government positions in the Republic of Khakassia and positions in the state civil service of the Republic of Khakassia.

2.1.3.19. Conducting a competition for grants from the Republic of Khakassia for the implementation of targeted social programs of non-governmental non-profit organizations of the Republic of Khakassia.
2.1.3.20. Acceptance of documents for the provision of financial assistance to citizens, their commission consideration, making decisions on providing financial assistance to people in need, payment of material assistance.

2.1.3.22. Assistance to public associations of disabled people.
2.1.3.23. Agreement on the cost of services provided in accordance with the guaranteed list of funeral services, determined by local governments, for the burial of citizens, if the deceased was not subject to compulsory social insurance in case of temporary disability and in connection with maternity on the day of death and was not a pensioner, as well as in the case of birth dead child after 154 days of pregnancy.
2.1.3.24. Organization and control of guardianship and trusteeship activities in relation to adult citizens recognized by the court as incompetent, partially capable, adult capable citizens under guardianship in the form of patronage.
2.1.3.25. Organizational and technical support for the activities of the commission to restore the rights of rehabilitated victims of political repression under the Government of the Republic of Khakassia.
2.1.3.26. Social support and social services for elderly and disabled citizens, citizens in difficult life situation, as well as orphans, street children, children left without parental care (with the exception of children studying in federal educational institutions), social support for labor veterans, people who worked in the rear during the Great Patriotic War 1941 - 1945, families with children (including large families, single parents), victims of political repression, low-income citizens, payment for public transport, other social benefits, as well as benefits for communication services.
2.1.3.27. Definition cash equivalents measures of social support provided to non-working pensioners in kind, and bringing them, as well as other data necessary to determine the right to receive social supplements to a pension, to the attention of the State institution - the Branch of the Pension Fund of the Russian Federation in the Republic of Khakassia - for each specific pensioner.
2.1.3.28. Transfer of ownership to disabled people of passenger cars issued to them in accordance with medical indications before January 1, 2005.
2.1.3.29. Financing of expenses associated with the production and installation of a tombstone on the grave of a deceased Hero of Socialist Labor, Hero of Labor of the Russian Federation and full holder of the Order of Labor Glory, from the federal budget funds allocated for these purposes for the corresponding year, transferred to the Pension Fund of the Russian Federation.

2.1.3.31. 2.1.3.32. 2.1.4.5. Providing citizens with subsidies to pay for housing and utilities.

children of military personnel who served under contract, and employees of the internal affairs bodies of the Russian Federation, the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief, institutions and bodies of the penal system, dead (deceased), missing missing persons who became disabled in connection with the performance of tasks in an armed conflict of a non-international nature in the Chechen Republic and in the immediately adjacent territories of the North Caucasus, classified as a zone of armed conflict, as well as in connection with the performance of tasks during counter-terrorism operations in the North Caucasus Caucasus region, whose pension provision is provided by the Pension Fund of the Russian Federation.
2.1.4.11. “Dear Tamara Sergeantovna! The Ministry of Social Protection of the Republic of Khakassia, in response to your appeal to the government of the Republic of Khakassia on the issue of providing assistance to persons without a fixed place of residence, informs the following.
The Government of the Russian Federation and the Government of the Republic of Khakassia are working to provide social assistance to citizens in need, as well as social support for families with children, which helps improve the social situation and prevents a decline in the standard of living of citizens.
In the social protection system of the Republic of Khakassia there are 13 territorial departments of social support for the population, 9 stationary state institutions of social services for the population and 7 autonomous non-profit social service organizations.
On average, about 200 thousand people receive various types of social assistance per year. Republican budget expenditures on financing the social sphere in 2018 amounted to more than 3.5 billion rubles, and 3.5 billion are also provided for 2019.
Federal Law No. 442-FZ dated December 28, 2013 “On the fundamentals of social services for citizens in the Russian Federation” and Law of the Republic of Khakassia No. 94-ZRKh dated November 7, 2014 “On social services for citizens in the Republic of Khakassia” citizens are recognized as needing social services in cases of absence a certain place of residence, work and livelihood, and also regulates the provision of social services to persons without a fixed place of residence.
Thus, in the 1st quarter of 2019, 238 people applied to state government institutions of the Republic of Khakassia - the department of social support for the population of cities and districts, of which 210 people were from persons without a fixed place of residence, 18 people released from prison, and 10 people convicted without imprisonment.
In total, they were provided with 2,907 urgent social services and 47 social support services, including provision of food, clothing and shoes, assistance in preparing documents for permanent social service institutions, legal assistance, assistance in restoring documents, assistance in obtaining temporary housing and etc.
The republic also operates stationary social service institutions for the population, where temporary or permanent residence is possible for citizens who find themselves in difficult life situations.
Thus, as of April 1, 2019, 83 people without a fixed place of residence and 14 people who had previously served sentences in prison lived in the State Autonomous Institution of the Russian Federation “Abakan Veterans’ Boarding House” on full state support. On the same date, 8 citizens who were released from prison lived in the State Budgetary Institution of the Republic of Kazakhstan “Social Hotel”.
