When preparing to enter universities, it is customary to consider different options and, as they say, prepare for the worst, hoping for the best. Therefore, future applicants do not interfere with knowing that, in addition to budgetary and commercial, there is an option for admission to some specialties in the so-called "target direction".



The peculiarity of the target recruitment is that the applicant comes to the university not only with the USE marks, but also with a referral from a particular enterprise and department. Due to the fact that an enterprise or department undertakes to pay for its training or allocate funds from the budget for its training, the applicant does not participate in the general competition, and the entrance tests pass through a special competition (but not out of competition, as many mistakenly believe). In case of successful passing of the tests, he is enrolled in the chosen faculty, studies there, and after graduation he goes to work at the enterprise that vouched for him. The obligations of the enterprise to the student, the student to the enterprise, as well as the enterprise to the university are formalized in a tripartite agreement. At the same time, we consider it necessary to note that target admission to Russian universities is divided into two types: target recruitment according to the quota of the Ministry of Education and Science of the Russian Federation (for government departments) and targeted contract training(for those who come with a referral from businesses). And although the term "target set" legally refers only to the first type, in everyday life it has been expanded.

The target recruitment system is fraught with a lot of features that applicants who dream of enrolling in the target direction must know.

Who's on the lists?

The lists of those for whom the enterprise will apply at the university include applicants who are in some way already familiar with this enterprise. It turns out that you have to be acquaintances from school. So it is - the managers of enterprises "look after" their future cadres precisely at the stage when they are in school. What are the ways to "watch" are there? For example, all kinds of competitions that the company conducts among students of the region. Or meetings with schoolchildren at the enterprise. Or thematic Olympiads organized or sponsored by an enterprise. Leaders observe: who has a burning eye, who expresses interest, who shows himself from the best side - he has every chance of getting into the coveted list of applicants to be sent. For example, the TATNEFT enterprise has been choosing potential personnel in this way for several decades and sending them to training in oil universities Russia.

Even in "target groups" applicants usually fall, whose parents have been working at the enterprise for many years, have authority. Children often choose the profession of parents, and in such cases, the management of the enterprise meets them halfway.

There are also great chances for those who have a secondary specialized education and are already working at the enterprise. Usually, the leadership of the university supports their desire to continue their studies and receive higher education, and gives the coveted direction.

Admission and training

That the applicant got into target list, does not mean at all that he will be admitted to a university without a competition. According to the rules, the competition in this case must be at least 1.2 people per seat. Of course, this is not such a serious test as the general competition, but nevertheless, according to the USE, the strongest applicants are selected.

There is one nuance here - according to the contract, a student who enrolled in targeted training must study satisfactorily. And this, accordingly, requires the ability and knowledge of the school base. Therefore, competition in the target set is necessary.

Employment

There is only one employment option for those who studied in the target direction, for whose studies the company paid or for whose studies funds were allocated from the regional budget, only one - to return and work out the due date (which is spelled out in the contract) where he was sent from. This is, on the one hand, a plus, on the other, a minus. Why?

The situation can be as follows: the student studied at a prestigious Moscow university, after graduation from which you can find a decent job in the capital, and the direction was given by the administration, for example, of the Irkutsk region. He is supposed to return to the Irkutsk region.

Another situation: a student studied under a targeted contract in one city, but got married during her studies at the university. She, too, is supposed to return and work out the due date, even if the family does not plan to move.

It is clear that life situations develop in different ways, and it is impossible to assume what awaits a person in the next five years. Therefore, in a tripartite contract, which is signed with the applicant, it is indicated that if he violates the terms of the contract, he undertakes to return the amount spent on his training to the company, and in some cases a fine is added to the amount. However, each situation is considered separately, and in some situations there are even legal loopholes (for example, pregnancy of a graduate or the state of health of a graduate). As a rule, graduates who disagree with their fate turn to lawyers specializing in such cases. Practice shows that someone manages to "skip" from employment, while someone, for example, has to report to the prosecutor's office.

Nuances of targeted reception

Speaking about target admission, it is difficult to generalize information, since each university, each enterprise makes its own adjustments to the contracts, however, let's say about some features of target admission.
1. Target recruitment, as a rule, goes to industry universities (energy, oil and gas, communications, light industry, etc.).
2. The order for the enrollment of “target students” appears before the order for the enrollment of other students. This is a plus for those applicants who did not pass the target recruitment - there is still time to submit documents on a general basis.
3. In 2011, the target set of quotas from the Ministry of Education and Science was no more than 20% of the total number budget places allocated at the university, while in 2010 the share was higher - 25%. In 2012, according to the Minister of Education and Science of the Russian Federation Andrei Fursenko, the target admission will be reduced by another five percent and will be 15%.

The procedure for admission to higher educational institutions in 2017 is determined by the Order of the Ministry of Education and Science of Russia dated October 14, 2015 No. 1147 (as amended on July 29, 2016) "On approval of the Procedure for admission to study in educational programs of higher education - bachelor's programs, specialty programs, master's programs."

Important changes were made to it by Order of the Ministry of Education and Science of Russia dated July 29, 2016 No. 921, which are applied when admitting to study in educational programs of higher education - bachelor's programs, specialist programs, master's programs starting from the 2017/18 academic year.

Who can go to university?

According to these documents, higher educational institutions of the Russian Federation admit citizens of the Russian Federation with secondary (complete) general or secondary vocational education, foreign citizens and stateless persons living on its territory, as well as compatriots from neighboring countries. These citizens have the right to receive, on a competitive basis, free higher professional education at state higher education institutions. educational institutions if education of this level is obtained for the first time.

What are the deadlines for accepting documents and enrolling applicants?



In 2017, for full-time and part-time forms of study, the deadline for accepting documents is no later than June 20. The government of the Russian Federation has long and seriously worried about the decrease in the efficiency of expenses for training specialists. In some sectors, for example, in agriculture, medicine, education, there is an acute shortage of personnel. There is simply no one to work in the most important spheres supporting the economy and culture of the country! Therefore, the State Plan for Personnel Training, the Decree of the Moscow Government and about 25 more documents and orders designed to establish educational process and revive the target reception. According to the law of 2004, targeted training of specialists is carried out at the request of municipalities at the expense of the federal budget. A commission is being created to find out what kind of specialists are needed by the enterprises of the region, and accumulates this information. But for the time being, the former scheme of targeted admission continues to operate in universities: when applicants are sent by specific enterprises, which pay for their education. Competition is required

The number of target places is regulated by educational institutions. The main condition is that admission must be carried out by competition. But the university has no right to increase the number of places after the start of entrance examinations.

Usually, in order to be among the students, it is enough to pass exams for at least three grades. The only problem for the average applicant is getting a referral. It is easily given to future doctors, teachers and agricultural workers, who are then ready to work in the outback. In universities of the corresponding profile, in some specialties, up to 40% of budget places are targeted. And in more prestigious educational institutions, relatives or children of officials often study at the expense of the state. Upon graduation, they find a compelling and valid reason not to fulfill the terms of the contract. So it turns out that the main idea of ​​targeting is practically not implemented.

Those applicants who enter the general competition are unhappy with the innovation. Due to the fact that part of the budget places goes to target groups, they have to withstand exams tougher competition. As a result, students study for free, who, perhaps, do not always deserve it, but managed to get directions. And the more capable find themselves "overboard" or are forced to pay for education themselves.

Some experts see the way out in the "depersonalization" of the target reception. In other words, municipalities should provide information on the number of specialists needed, but not target lists. And universities will select the best for the allocated places from those who would like to study in the areas. And only after enrollment, freshmen will conclude contracts.

In any case, it is too early to judge how much the target technique has justified itself, of which there are more - minuses or pluses. Probably, the future will show this when current students join the ranks of graduates.

Resolution of the Government of the Russian Federation of November 27, 2013 No. 1076
"On the procedure for concluding and terminating an agreement on targeted admission and an agreement on targeted training"

In accordance with Part 8 of Article 56 of the Federal Law "On Education in the Russian Federation", the Government of the Russian Federation decides:

1. Approve the attached:

Rules for the conclusion and termination of an agreement on targeted admission and an agreement on targeted training;

standard form of the contract on targeted admission;

a standard form of a contract on targeted training.

2. The rules approved by this resolution do not apply to relations associated with the conclusion of agreements on targeted training, providing for the obligation of subsequent passage public service or municipal service after graduation.

3. To recognize as invalid the resolution of the Government of the Russian Federation of September 19, 1995 No. 942 "On targeted contract training of specialists with higher and secondary vocational education"(Collected Legislation of the Russian Federation, 1995, No. 39, Art. 3777).

These Rules do not apply to relations related to the conclusion of agreements on targeted training, which provide for the obligations of the subsequent passage of public service or municipal service after graduation.

(approved by the decree of the Government of the Russian Federation of November 27, 2013 No. 1076)

1. These Rules determine the procedure for concluding and terminating an agreement on targeted admission and an agreement on targeted training.

2. An agreement on targeted admission is concluded by an organization carrying out educational activities on educational programs of higher education (hereinafter referred to as an educational organization), with a federal state body, a state authority of a constituent entity of the Russian Federation, a local government body, a state (municipal) institution, a unitary enterprise, a state a corporation, a state company or a business company, in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or a municipal formation (hereinafter referred to as bodies or organizations) that have entered into an agreement on targeted training with a citizen.

3. The agreement on targeted admission is concluded in a simple written form in 2 copies, one copy for each of the parties.

4. The body or organization sends to the educational organization a proposal in writing to conclude an agreement on targeted admission, containing information on the number of citizens who must be trained in the areas of training and specialties within the framework of targeted training for the body or organization, as well as information on the areas of activity body or organization.

5. The educational organization, within 10 calendar days from the date of receipt of the proposal in writing on the conclusion of an agreement on targeted admission in writing, informs the body or organization of its consent to conclude an agreement on targeted admission and informs the body or organization about the number of citizens who may be adopted by an educational organization within the framework of targeted admission, or on refusal to conclude an agreement on targeted admission due to the absence in the relevant specialty or the direction of preparation of target figures for admission of citizens to study at the expense of budgetary allocations from the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets.

6. Upon receipt of consent from an educational organization to conclude an agreement on targeted admission, the body or organization, within 5 calendar days from the date of its receipt, send to the educational organization a signed draft agreement on targeted admission and a list of citizens who have expressed a desire to participate in targeted admission, determined by the body or organization independently (hereinafter referred to as citizens).

7. The educational organization signs a draft agreement on targeted admission within 5 calendar days from the date of its receipt. After signing the draft agreement on targeted admission, 1 copy of the agreement on targeted admission remains with the educational organization.

8. An agreement on targeted training is concluded by a body or organization and a citizen or student.

9. The contract on targeted training is concluded in a simple written form in 2 copies (one copy for each of the parties).

10. An agreement on targeted training is concluded with a citizen before the start of targeted admission. The body or organization, prior to the start of targeted admission, informs the educational organization that has entered into an agreement on targeted admission in writing about the number of citizens with whom agreements on targeted education have been concluded, with copies of these agreements attached.

11. An agreement on targeted training with a student is concluded at any stage of mastering an educational program in an educational organization.

12. Minors and students conclude an agreement on targeted education with the written consent of their parents (legal representatives).

13. The agreement on targeted admission and the agreement on targeted training are terminated by agreement of the parties (including in connection with the expulsion of a citizen from an educational organization), due to circumstances beyond the control of the will of the citizen and the educational organization, including in connection with the liquidation of the educational organization, body or organization, the death of a citizen, as well as in court.

14. Agreements on termination of the targeted admission agreement and the targeted training agreement shall be made in simple written form.

Going to a university is a real chance to get a higher education for free.

Let us dwell in more detail on how to get a targeted referral to a university.

But such active actions must be carried out as early as possible. An application about the desire to study in the direction of the municipality must be written no later than winter. It is mandatory to attach to this document the application of the school where the child studied, as well as the organization that will allocate funds for the education of the future student.

All applications for the next academic year are collected in the local administration. Then she sends this data to the universities that cooperate with her on the program. Universities, on the other hand, determine the number of such places, based on their capabilities and the estimated total number of applicants.

A targeted referral to a university will be provided for a single specialty in a specific educational institution. It is necessary to attach a target agreement to the application for admission. It is concluded between the Customer (the enterprise to which the student will return after receiving the diploma), the Contractor (the university that will train the specialist) and the applicant.

This document must be read very carefully as it is not always educational institutions want to teach a target student absolutely free. Or there are some nuances with the payment of scholarships and other things. Therefore, to begin with, it is very good to study the contract and sign only the option that suits you.

The university is obliged to give confirmation of the availability of target places before the start of the work of the selection committee. Moreover, information should be provided on the number of target places for each specialty or direction.

independently sets the minimum that will be required for the competition. So, in one institution it can be two people per place, and in another - one and a half.
