We have a groundwork and we will strive next year to take even higher positions and to enter the TOP-100 of the world's best universities by the 85th anniversary of the university ”.

Educational programs for foreign citizens at the Tyumen State Oil and Gas University

Tyumen State Oil and Gas University maintains partnerships and implements joint educational programs with foreign universities in Germany, France, Spain, Great Britain, the USA, China and Mongolia, as well as with many neighboring countries - Ukraine, Belarus, Kazakhstan, Turkmenistan, Uzbekistan, Azerbaijan, etc. ...

The development of the export of educational services is one of the priority directions of the international activity of the university and is based on the "Concept of state policy in the field of training national personnel for foreign countries in Russian educational institutions" (ORDER of the Government of the Russian Federation of November 1, 2002), approved by the President of the Russian Federation.

To this end, TyumSOGU has developed and is successfully implementing a long-term target program "Development of the export of educational services", for the implementation of which the necessary extra-budgetary funding was allocated, in 2007 a new division was created - the Institute of International Educational Programs, which implements various programs of international cooperation of the university in the field of education and oversees the stay of foreign students.

The recruitment of foreign citizens for study at TyumSOGU is carried out in several directions:

1) According to the quotas of the Federal Agency for Education, provided annually by Tyumen State Oil and Gas University (including students and postgraduates);

2) As part of the work of the representative office (until 2009 - a branch) of TyumGNGU in Pavlodar (Kazakhstan);

Pre-university training for foreign students includes an intensive course of the Russian language, as well as the basic disciplines, knowledge of which is necessary in a technical university - mathematics, physics, chemistry, drawing, etc.

The university has a unique international program “Volunteers of Siberia”. Teachers from English-speaking countries - England, USA, Australia, Canada, come for 2-6 months to study Russian. At the same time, volunteers, as native speakers, conduct English classes for students, creating a language environment.

The training of foreign citizens is accompanied by a number of problems: a strict registration and visa regime, adaptation to another culture, language barrier, often insufficient level of initial training, security, etc. The following problems can be distinguished from the most significant:

Difficult visa regime.

Today, in order to obtain a study visa, a foreign citizen must conclude an agreement with a university, wait for an invitation from the Federal Migration Service and apply for an entry visa at the nearest Russian embassy or consulate in his country. In terms of time, this process takes 2-3 months, and often regardless of whether a person is going to Russia for the first time or is already a student of a Russian university and has to go through this procedure annually.

In addition, within 3 months from the date of arrival, a foreign citizen must obtain a study visa that is valid for up to 1 year.

To remove these barriers, it is necessary to simplify the procedure for re-obtaining or extending a visa for foreign citizens who come to Russia to study. Study visas can be issued free of charge or at a reduced rate.

Complex registration mode.

Foreign students today are equated in their rights with "guest workers" who come to our country to earn money. We consider such an attitude to be fundamentally incorrect and inhibiting the development of the export of Russian educational services, since these people, on the contrary, bring their money into our country, paying for their education and living. The slightest violation of such a strict registration regime entails huge (up to 400 thousand rubles) fines to the receiving party, that is, to the university.

There are problems with organizing field trips for foreign students, for example, a 2-week geological practice in the Urals mountains, where there is no way to register a foreign citizen, as required by the FMS rules.

For the successful development of the export of education in our country, it is necessary to revise the rules of the registration regime for foreign citizens studying in Russia, to introduce preferential rates for registration and its renewal for foreign students.

Lack of places in hostels.

Today, almost 7,500 nonresident students apply for 2800 places in the hostels of TyumGNGU. Living conditions in hostels vary greatly. Many hostels require major renovations. Allocation of earmarked funds for the construction of an interuniversity hostel for foreign students could help in solving these problems.

Small size of the scholarship.

The amount of scholarships for foreign citizens sent to TyumSOGU for training through the Federal Agency for Education at the expense of the budgetary funds of the Russian Federation is significantly less than the subsistence level. In order to stimulate this category of foreign students, a grant support program should be developed and the corresponding scholarship fund should be increased.

The problems outlined above are undoubtedly barriers to the development of the export of educational services and the attraction of foreign citizens to study in Russia. We have some experience in overcoming these problems, but some of them cannot be solved without the participation of the state. Only the removal of administrative barriers and government support will create attractive conditions for foreign students to study in Russia and for Russian universities to develop the export of educational services.
