History

The University was founded on September 15, 1918 by the Decree of the Council of Ministers of the Siberian Government of April 26, 1918 as Faculty of Law(later renamed the Faculty of Soviet Construction and Law) as part of the Irkutsk State University.

By the decree of the Presidium of the All-Russian Central Executive Committee of the RSFSR dated April 20, 1931, the Faculty of Soviet Construction and Law of Irkutsk State University was transformed into the Siberian Institute of Soviet Law, which by the Order of the People's Commissariat of Justice of the RSFSR dated July 10, 1934 No. 307 and the Resolution of the Council of People's Commissars of the RSFSR dated August 1 1934 No. 699 was transferred from Irkutsk to Sverdlovsk. By the decree of the Central Executive Committee and the Council of People's Commissars of the USSR dated March 5, 1935, No. 2/389, the Siberian Institute of Soviet Law was renamed into the Sverdlovsk Law Institute, which was renamed into the Sverdlovsk Law Institute by the decision of the People's Commissariat of Justice of the RSFSR dated July 3, 1936.

By order of the Minister of Higher Education of the USSR No. 1235 of December 17, 1954, the Sverdlovsk Law Institute was named after the Soviet lawyer and statesman Andrei Yanuaryevich Vyshinsky. On the basis of the Order of the Minister of Higher and Secondary Specialized Education of January 16, 1962 No. 43 Sverdlovsk Law Institute named after A.Ya. Vyshinsky began to be called the Sverdlovsk Law Institute.

By the decree of the Presidium of the Supreme Soviet of the USSR dated June 11, 1981 No. 5037-X Sverdlovsk Law Institute named after R.A. Rudenko was awarded the Order of the Red Banner of Labor. On the basis of the Orders of the Ministry of Higher and Secondary Specialized Education of the USSR No. 649 dated June 19, 1981, the Ministry of Higher and Secondary Specialized Education of the RSFSR No. 353-1 of June 30, 1981 Sverdlovsk Law Institute named after V.I. R.A. Rudenko began to be called the Sverdlovsk Order of the Red Banner of Labor by the Law Institute. R.A. Rudenko, who, by order of the Ministry of Science, high school and technical policy of the Russian Federation of December 24, 1992 No. 1133 was renamed into the Ural State Law Academy.

On July 11, 2002, the Ural State Law Academy was entered into the Unified State Register of Legal Entities as the State Educational Institution of Higher Professional Education "Ural State Law Academy", which was renamed into the Federal State budgetary educational institution of higher professional education "Ural State Law Academy".

By order of the Ministry of Education and Science of the Russian Federation dated April 22, 2014 No. 396, the Federal State Budgetary Educational Institution of Higher Professional Education "Ural State Law Academy" was renamed into the Federal State state-financed organization higher education "Ural State Law University". Currently, the founder of FGBOU VO "Ural State Law University" is the Ministry of Science and Higher Education of the Russian Federation.

The Sverdlovsk Law Institute gained its fame as one of the leading centers of legal education and science in the USSR. During the Soviet period, prominent legal scholars worked at the institute, who left a noticeable mark on Russian legal science: A.M. Vinaver, V.N. Durdenevsky, S.F. Kechekian, B.B. Cherepakhin, K.S. Yudelson, S.V. Yushkov and others.

In the pre-war years, the foundation of the Ural scientific school of law began to be laid at the institute. As the SUI grew, the departments were enlarged, new departments were created. On the eve of the war, specialized offices and laboratories appeared. By 1941, the teaching staff of the institute consisted of 29 people, among them there were 3 professors and 15 associate professors. 325 students studied at the four courses of the university.

Although the difficulties of the war years delayed the development of the institute, they did not stop it. The number of the teaching staff has almost doubled, the number of departments has increased to eight. Prominent legal scholars from Moscow, Leningrad, Kharkov, Minsk worked at the institute: professors A.P. Gagarin, G.A. Kursanov, B.F. Livchak, B.A. Starodubsky and others. In 1943, the Council of People's Commissars of the USSR granted the SUI the right to accept candidate and doctoral dissertations for defense.

At different times such scientists and teachers as S.S. Alekseev, A.A. Evstifeev, V.B. Isakov, A.N. Kokotov, O.A. Krasavchikov, N.A. Shaikenov, V.F. Yakovlev and other well-known jurists who are considered the founders of independent directions and schools in legal science.

In 2004, USLU became a laureate in the nomination "One hundred best universities in Russia" and received the award "Gold medal. European quality ". In 2005, the rector of the university, Professor V.D. Perevalov became a laureate of the International Image Program "Leaders of the XXI Century" and was awarded the "United Europe" badge for his personal contribution to the integration of Europe. In 2006, Ural State University of Law was awarded the gold medal of the French Association for the Promotion of Industry.

In 2004, the food processing complex of Ural State Law University became a laureate of the national prize "Golden Crane" - the highest public award awarded for a significant contribution to the development of the food industry.

Ural State Law University is the organizer of traditional scientific and methodological conferences, which are attended by representatives of leading Russian and foreign universities. Every year in April, "Days of Science" are held, within the framework of which a scientific and practical conference is held. It is attended by representatives of federal and regional government bodies, representatives of foreign states, as well as representatives of Russian universities. It has become a good tradition to hold the annual "Days of Student Science" and the All-Russian Student Scientific and Practical Conference "The Evolution of Russian Law". For several years the university has been the base university of the All-Russian open competition of student research papers in jurisprudence, held by the Ministry of Education and Science of the Russian Federation.

Since 1993, the Ural State Law University has been publishing a scientific-theoretical and information-practical publication "Russian Law Journal", included by the Presidium of the Higher Attestation Commission of Russia in the List of the leading peer-reviewed scientific journals and publications, in which the main scientific results of dissertations for the degree of Doctor and Candidate of Law should be published. sciences. The University also publishes the journals "Russian Law: Education, Practice, Science", "Electronic Supplement to the Russian Law Journal" and "Business, Management and Law". Since 2000, a large-circulation newspaper "Yurist" has been published at Ural State Law University.

The fund of the Ural State Law University has more than one million copies. It includes a fund of literature in Russian, the earliest books of which are dated to the 18th century. Ural State Law University, known to many under the status of an academy, was founded back in 1918. It appeared at that time not in the form of a higher educational institution, but in the form of a law faculty. It functioned as part of the Irkutsk State University.   • in 1931 he separated from the Irkutsk State University and became an independent higher educational institution - the Siberian Institute of Soviet Law;
  • in the period from 1935 to 1936, the university was renamed twice - first it received the name of the Sverdlovsk Law Institute, and later became the Sverdlovsk Law Institute;
  • the status of the Ural Law Academy was obtained by the educational institution a few decades later - in 1992;
  • the university became a university relatively recently - in 2014.

During the entire period of its existence, the educational institution was considered famous. Even in the years when the Sverdlovsk Law Institute was working, many spoke of the university as the leading center of legal education and science in the USSR. Such a good reputation has not been lost today. Ural State Law University at the present stage of development adheres to its best traditions and at the same time is rapidly developing in accordance with the requirements of the time, focuses on the international level of personnel training.

The university has several buildings. The main building is located in Yekaterinburg on Komsomolskaya Street, 21. At the second building of the Ural Law Academy, the address is Kolmogorova Street, 54, and at the third building - Komsomolskaya Street, 23. The Ural State Law Academy (University) differs from other similar educational institutions in a well-thought-out and developed organizational structure. It consists of 4 faculties - evening division, secondary vocational education (SVE), additional education, training and advanced training of judges.

In addition to faculties, there are larger structural units at the Ural Law Academy. These are the institutions:

  • law and entrepreneurship;
  • accelerated and distance learning;
  • retraining of specialists and advanced training.

Faculty of vocational education

Applicants entering the law academy (university) are interested in different structural divisions. Many are attracted by the faculty of secondary vocational education, where you can unlearn in about 2 or 2.5 years, get a diploma and get a job.

The structural unit is engaged in training only in 2 specialties - this is "law and organization of social security", "law enforcement". Graduates of the 11th grade and persons with secondary specialized or higher education are accepted for training.

Features of admission to the faculty of secondary vocational education, tuition fees

How to enter the Ural Law Academy for secondary vocational education programs? It is quite simple to do this, because the most convenient conditions for admission operate at the faculty of secondary vocational education. Applicants are not required to take entrance tests. During admission, the results of mastering the previous educational program are taken into account. Admission depends on the average score of the certificate or diploma provided.

The absence of entrance examinations is an absolute plus for applicants who have chosen the faculty of secondary vocational education. However, the structural unit also has disadvantages. Firstly, the faculty has no budget, that is, free education in the legal programs of open source software is not provided. The cost of studying for 1 semester is about 30 thousand rubles for full-time education and about 16 thousand rubles for part-time education. Secondly, the number of paid places is limited. Statistics show that applicants who have graduated from school for almost one grade fail to enter the faculty.

Institute of International and State Law

At the Institute of International and State Law of the Ural State Law Academy of Yekaterinburg, students are taught in the direction of "jurisprudence". This is a higher education program, undergraduate level. There are 2 profiles to choose from - civil and international. The presence of these profiles is due to those structural units that are included in the institution of international and state law. It was formed on the basis of the Institute of Foreign Economic Relations and Law and the Faculty of Management and Law and the Faculty of International Law.

In addition to the bachelor's degree, the unit offers a master's degree. There are several educational programs at this stage:

  • "International law in public administration and law enforcement";
  • "Improvement of legislation, statehood and legal practice";
  • "International protection of human rights";
  • "Legal support for the activities of municipal and state bodies";
  • "Legal support of public service and social activities".

Institute of the Prosecutor's Office

This structural unit of the Ural Law Academy (University) also trains students in the field of "jurisprudence". However, the profiles are completely different. At the bachelor's and master's degrees, students receive knowledge in the field of prosecution and law enforcement.

In 2018, it is planned to open a specialty at the Institute of the Prosecutor's Office. Those applicants who enter this stage with the aim of obtaining higher education will study for 5 years. It is worth noting that the bachelor's degree studies are only 4 years old. The specialty also provides for a deeper study of the educational material. That is why the duration of training is longer.

Institute of Justice

At the Ural State Law Academy (University), the Institute of Justice differs from other structural divisions by the presence of a wide range of bachelor's degrees. Senior students can choose for a deeper study of the area of ​​most interest:

  • economic justice;
  • general judicial profile;
  • lawyer profile;
  • customs, legal and foreign economic profile;
  • notary registration and media profile.

The Institute of Justice was formerly a forensic investigation department. He graduated highly qualified specialists for the Investigative Committee of the country, the Ministry of Internal Affairs. With the transition to bachelor's and master's degrees, the Institute of Justice did not abandon the main tradition of training highly qualified investigators. The specialty is retained. On it, according to the staff of the selection committee of the Ural Law Academy, they teach on such a program as "legal support of national security" (profile - investigative activities).

Institute of Law and Entrepreneurship

No entrepreneur runs his business without the help of lawyers. Specialists who are well versed in jurisprudence and capable of working in all spheres of the Russian and international economy are graduated by the Institute of Law and Entrepreneurship of the Ural State Law University.

The structural unit has only 2 levels of education - bachelor's and master's degrees. At the first stage of higher education, one profile is offered in the direction of "jurisprudence" - this is the legal regulation of entrepreneurial activity. There are several programs to choose from in the master's program. Some of them for example: "tax, international tax and financial law", "legal support for the activities of financial organizations", "legal support for economic activities."

Tuition fees for undergraduate, specialist and graduate programs

At the Ural State Law Academy (USLA) in Yekaterinburg, a single cost for all profiles is established for the bachelor's degree. This means that students from all institutions are paid the same. In 2017, the cost of a full-time semester was just over 69 thousand rubles. A year of study cost about 138 thousand rubles. On the specialty, the prices did not differ. For a master's degree, the cost is slightly higher. For studies during the semester in 2017, they paid about 73 thousand rubles, and during the year - 147 thousand rubles.

An important difference between the institutes of the Ural State Law Academy of Yekaterinburg from the faculty of secondary vocational education is the availability of budgetary places. It is not so easy to get on them due to the high competition. Undergraduate in 2017 for 1 budget place 9 people applied for the specialty - 26 people, and for the magistracy - 6.5 people.

Ural State Law University (URGUU) is a federal state budgetary educational institution of higher education, located in the city of Yekaterinburg and is one of the leading universities in the legal field in the Russian Federation.

The University was founded on September 15, 1918 by the Decree of the Council of Ministers of the Siberian Government of April 26, 1918 as the Faculty of Law (later renamed the Faculty of Soviet Construction and Law) as part of the Irkutsk State University.

By the decree of the Presidium of the All-Russian Central Executive Committee of the RSFSR dated April 20, 1931, the Faculty of Soviet Construction and Law of Irkutsk State University was transformed into the Siberian Institute of Soviet Law, which by the Order of the People's Commissariat of Justice of the RSFSR dated July 10, 1934 No. 307 and the Resolution of the Council of People's Commissars of the RSFSR dated August 1 1934 No. 699 was transferred from Irkutsk to Sverdlovsk. By the decree of the Central Executive Committee and the Council of People's Commissars of the USSR dated March 5, 1935, No. 2/389, the Siberian Institute of Soviet Law was renamed into the Sverdlovsk Law Institute, which was renamed into the Sverdlovsk Law Institute by the decision of the People's Commissariat of Justice of the RSFSR dated July 3, 1936.

By order of the Minister of Higher Education of the USSR No. 1235 of December 17, 1954, the Sverdlovsk Law Institute was named after the Soviet lawyer and statesman Andrei Yanuaryevich Vyshinsky. On the basis of the Order of the Minister of Higher and Secondary Specialized Education of January 16, 1962 No. 43 Sverdlovsk Law Institute named after A.Ya. Vyshinsky began to be called the Sverdlovsk Law Institute.

By the decree of the Presidium of the Supreme Soviet of the USSR dated June 11, 1981 No. 5037-X Sverdlovsk Law Institute named after R.A. Rudenko was awarded the Order of the Red Banner of Labor. On the basis of the Orders of the Ministry of Higher and Secondary Specialized Education of the USSR No. 649 dated June 19, 1981, the Ministry of Higher and Secondary Specialized Education of the RSFSR No. 353-1 of June 30, 1981 Sverdlovsk Law Institute named after V.I. R.A. Rudenko began to be called the Sverdlovsk Order of the Red Banner of Labor by the Law Institute. R.A. On July 11, 2002, the Ural State Law Academy was entered into the Unified State Register of Legal Entities as the State Educational Institution of Higher Professional Education "Ural State Law Academy", which was renamed into the Federal State budgetary educational institution of higher professional education "Ural State Law Academy".

By order of the Ministry of Education and Science of the Russian Federation dated April 22, 2014 No. 396, the Federal State Budgetary Educational Institution of Higher Professional Education "Ural State Law Academy" was renamed into the Federal State Budgetary Institution of Higher Education "Ural State Law University". Currently, the founder of FGBOU VO "Ural State Law University" is the Ministry of Science and Higher Education of the Russian Federation.

The Sverdlovsk Law Institute gained its fame as one of the leading centers of legal education and science in the USSR. During the Soviet period, prominent legal scholars worked at the institute, who left a noticeable mark on Russian legal science: A.M. Vinaver, V.N. Durdenevsky, S.F. Kechekian, B.B. Cherepakhin, K.S. Yudelson, S.V. Yushkov and others.

In the pre-war years, the foundation of the Ural scientific school of law began to be laid at the institute. As the SUI grew, the departments were enlarged, new departments were created. On the eve of the war, specialized offices and laboratories appeared. By 1941, the teaching staff of the institute consisted of 29 people, among them there were 3 professors and 15 associate professors. 325 students studied at the four courses of the university.

Although the difficulties of the war years delayed the development of the institute, they did not stop it. The number of the teaching staff has almost doubled, the number of departments has increased to eight. Prominent legal scholars from Moscow, Leningrad, Kharkov, Minsk worked at the institute: professors A.P. Gagarin, G.A. Kursanov, B.F. Livchak, B.A. Starodubsky and others. In 1943, the Council of People's Commissars of the USSR granted the SUI the right to accept candidate and doctoral dissertations for defense.

At different times such scientists and teachers as S.S. Alekseev, A.A. Evstifeev, V.B. Isakov, A.N. Kokotov, O.A. Krasavchikov, N.A. Shaikenov, V.F. Yakovlev and other well-known jurists who are considered the founders of independent directions and schools in legal science.

In 2004, USLU became a laureate in the nomination "One hundred best universities in Russia" and received the award "Gold medal. European quality ". In 2005, the rector of the university, Professor V.D. Perevalov became a laureate of the International Image Program "Leaders of the XXI Century" and was awarded the "United Europe" badge for his personal contribution to the integration of Europe. Ural State Law University is the organizer of traditional scientific and methodological conferences, which are attended by representatives of leading Russian and foreign universities. Every year in April, "Days of Science" are held, within the framework of which a scientific and practical conference is held.
