Ural Institute of Management - a branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (CIU RANEPA) - higher educational institution in Yekaterinburg. Before the reorganization in 2010, the institute was called Ural Academy of Public Administration.

Story

USSR

The Ural Academy of Public Administration is the legal successor Sverdlovsk Higher Party School.

The history of party education in Yekaterinburg began in 1905, when Yakov Sverdlov organized the first underground party school for professional and party workers. The open training of professional cadres for the party began on September 1, 1919, and the first university providing management education was opened in 1924 (Ural-Siberian Communist University). In the 1930s, these institutions were reorganized.

Dormitory URAGS

In May 1991, the Sverdlovsk Higher Party School was renamed into Ural Social and Political Institute.

Since 2002, the training of masters in the direction of "Management" has begun at UrAGS. Full-time studies in the magistracy were conducted under the program "State and Municipal Administration" and under the double degree program in conjunction with London Metropolitan University.

The Academy carried out international activities on the basis of agreements with the Foundation for International Development (Germany), the Institute of Regional Administration (Metz, France), the Institute of Political Science (Bordeaux, France), Georgia State University (Atlanta, USA). UrAGS was a member of two international organizations: the Association of Civil Service Institutes and Schools of Central and Eastern Europe (Prague), and the European Association of Educational Institutions for the Training of Personnel for Regional and Municipal Governments (Strasbourg).

Before the reorganization, the Ural Academy of Civil Service was the largest educational, methodological and scientific center for training personnel in the field of state and municipal administration in the Ural region, coordinating the activities of organizations, universities of the Ural region involved in training and retraining personnel for civil service.

The training was carried out in 6 specialties:

The rector of the university from 1994 to 2016 was Vladimir Anatolyevich Loskutov.

The director of the institute from 2016 to 2018 was Alexander Alexandrovich Alexandrov.

Since August 13, 2018, the director of the institute has been Pyotr Arkadievich Rybydailo, who previously held the post of Deputy Director of the North-West Institute of Management - a branch of the RANEPA.

On November 27, 2016, the Ural Institute of Management, a branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, celebrated its 25th anniversary.

    31. Children with disabilities, invalids of I and II groups, invalids from childhood, invalids due to military injury or illness received during military service, orphans and children left without parental care have the right to be admitted to training within a special quota. , as well as persons from among orphans and children left without parental care, and combat veterans from among the following persons:

    A) military personnel, including those transferred to the reserve (resigned), liable for military service, called up for military training, persons of the rank and file and commanding staff of internal affairs bodies and state security bodies, employees of these bodies, employees of the USSR Ministry of Defense and employees of the Ministry of Defense of the Russian Federation, employees institutions and bodies of the penal system sent to other states by the state authorities of the USSR, by the state authorities of the Russian Federation and who took part in hostilities while performing their official duties in these states, as well as who took part in accordance with the decisions of the state authorities of the Russian Federation in military operations on the territory of the Russian Federation;

    B) military personnel, including those transferred to the reserve (resignation), persons of the rank and file and commanding staff of the internal affairs bodies and state security bodies, persons who participated in operations during the performance of government combat missions for the clearance of territories and objects on the territory of the USSR and the territories of other states in the period from May 10, 1945 to December 31, 1951, including in combat trawling operations in the period from May 10, 1945 to December 31, 1957;

    C) servicemen of automobile battalions who were sent to Afghanistan during the period of hostilities there to deliver goods;

    D) military personnel of flight personnel who flew from the territory of the USSR on combat missions to Afghanistan during the period of hostilities there.

    32. The preferential right of enrollment is granted to the following persons:

    1) orphans and children left without parental care, as well as persons from among orphans and children left without parental care;

    2) disabled children, disabled people of I and II groups;

    3) citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita family income is lower than the subsistence level established in the constituent entity of the Russian Federation at the place of residence of these citizens;

    4) citizens who were exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and who are subject to the Law of the Russian Federation dated May 15, 1991 No. 1244-1 "On social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant";

    5) children of military personnel who died in the performance of their military service duties or died as a result of injury (injury, trauma, contusion) or diseases received by them in the performance of military service duties, including when participating in counterterrorism operations and (or) other measures for the fight against terrorism;

    6) children of the deceased (perished) Heroes of the Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory;

    7) children of employees of internal affairs bodies, the Federal Service of the National Guard Troops of the Russian Federation, institutions and bodies of the penal system, the federal fire service of the State Fire Service, bodies for control over the circulation of narcotic drugs and psychotropic substances, customs authorities, the Investigative Committee of the Russian Federation, those who died (died) as a result of injury or other damage to health received by them in connection with the performance of their official duties, or as a result of an illness they received during the period of service in these institutions and bodies, and children who were dependent on them;

    8) children of prosecutors who died (died) as a result of injury or other damage to health received by them during their service in the prosecutor's office or after dismissal due to harm to health in connection with their official activities;

    9) servicemen who do military service under a contract and whose continuous duration of military service under a contract is at least three years, as well as citizens who have completed military service by conscription and who are entering training on the recommendations of commanders issued to citizens in the manner prescribed by the federal executive body authorities in which military service is provided for by federal law;

    10) citizens who have served for at least three years under contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1 , subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 No. 53-FZ "On military duty and military service";

    11) invalids of war, participants in hostilities, as well as veterans of hostilities from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 No. 5-FZ "On Veterans";

    12) citizens who directly participated in tests of nuclear weapons, military radioactive substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and military radioactive substances before the date of the actual termination of these tests and exercises, direct participants in the elimination of radiation accidents at nuclear installations surface and submarine ships and other military facilities, direct participants in the conduct and support of work on the collection and disposal of radioactive substances, as well as direct participants in the elimination of the consequences of these accidents (military personnel and civilian personnel of the Armed Forces of the Russian Federation, servicemen of the internal troops of the Ministry of Internal Affairs of the Russian Federation Federation, military personnel and employees of the Federal Service of the National Guard of the Russian Federation, persons who served in the railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation ai and the Federal Fire Service of the State Fire Service);

The pre-emptive right to enroll in the Academy is also granted to graduates of general education organizations, professional educational organizations run by federal state bodies and implementing additional general education programs aimed at preparing minor students for military or other public service.

    33. Winners and prize-winners of Olympiads for schoolchildren held in the manner prescribed by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter - Olympiads for schoolchildren), within 4 years following the year of the corresponding Olympiad , the following special rights are granted when admitting to study on educational programs in specialties and (or) areas of training corresponding to the profile of the Olympiad for schoolchildren:

    1) admission without entrance tests for training in educational programs in specialties and areas of training corresponding to the profile of the Olympiad for schoolchildren;

    2) be equated to persons who have scored the maximum number of USE points in a general education subject corresponding to the profile of the Olympiad for schoolchildren, or to persons who have successfully passed additional entrance examinations of a specialized, creative and (or) professional orientation, provided for by parts 7 and 8 of Article 70 of Federal Law No. 273-FZ (hereinafter - the right to 100 points).
    The special rights specified in subparagraphs 1 and 2 of this paragraph may be granted by the same applicant. In the case of granting a special right specified in subparagraph 2 of this paragraph, the applicant is assigned the highest result (100 points) of the corresponding admissions test (s).<…>

    37. When admitting to study in one educational program, the special rights provided for in clauses 30 and 33 of the Rules, and the advantage provided for in clause 34 of the Rules, cannot be different when admitted to study at the Academy and for study at its branch, when admitted to various forms of study , as well as for admission to places within a special quota, to places within the target quota, to major places within the target figures and to places under contracts for the provision of paid educational services.

    38. The special rights specified in clause 33 of the Rules, and the advantage specified in clause 34 of the Rules, are granted to the winners and prize-winners of school Olympiads (except for creative Olympiads and Olympiads in the field of physical culture and sports) if they have USE results not lower than the number of points , established by the Academy: for the use of a special right - admission without entrance examinations of winners and prize-winners of school Olympiads, - 75 points in a general subject corresponding to the profile of the Olympiad. The specified general education subject is selected by the Academy from among the general education subjects corresponding to the profile of the Olympiad, established in the list of school Olympiads approved by the federal executive body responsible for the development of state policy and legal regulation in the field of education, and if the specified list does not include general education subjects for which the USE is conducted have been established - established by the Academy independently; to use a special right and advantage - to be equated with persons who have received the maximum number of USE points - 75 points in a general education subject that corresponds to the entrance test.


    11.information about the special rights specified in clauses 34 36 of the Procedure

    34. For 4 years following the year of the corresponding Olympiad, applicants belonging to the categories indicated below are given an advantage by equating them with those who have scored the maximum number of USE points (100 points) in a general education subject or who have received the highest result (100 points) of an additional introductory tests (tests) of a profile, creative and (or) professional orientation, provided for in parts 7 and 8 of article 70 of Federal Law No. 273-FZ, if a general education subject or an additional entrance test corresponds to the profile of the Olympiad or the status of a champion (prize-winner) in the field of sports:
    1) winners and prize-winners of the All-Russian Olympiad;
    2) members of the national teams of the Russian Federation;
    3) winners and prize-winners of the IV stage of all-Ukrainian student Olympiads, members of the national teams of Ukraine that participated in international Olympiads in general education subjects, if the indicated winners, prize-winners and members of national teams are among the persons who are recognized as citizens of the Russian Federation in accordance with Part 1 of Article 4 Federal Constitutional Law of March 21, 2014 No. 6-FKZ "On the acceptance of the Republic of Crimea in the Russian Federation and the formation of new subjects within the Russian Federation - the Republic of Crimea and the federal city of Sevastopol", as well as persons who are permanent residents on the day of adoption on the territory of the Republic of Crimea or on the territory of the federal city of Sevastopol by citizens of the Russian Federation and studied in accordance with the state standard and (or) the curriculum of general secondary education approved by the Cabinet of Ministers of Ukraine;
    4) winners and prize-winners of school Olympiads.

    35. In order to provide the winners and prize-winners of the Olympiads for schoolchildren with the special rights and advantages specified in clauses 33 and 34 of the Rules, the Academy establishes the levels and lists of the Olympiads for which each of these rights and benefits is granted. To provide a special right or advantage in accordance with this clause, the results of the winner (prize-winner) must be obtained in grade 11.
    For olympiads for schoolchildren of the same profile (if the list of olympiads is established - within the established list): a special right or advantage provided to the winners or winners and prize-winners of the olympiads for schoolchildren of the III level is also granted, respectively, to the winners or winners and prize-winners of the olympiads of schoolchildren of I and II levels a special right or advantage provided to the winners or winners and prize-winners of the Olympiads for schoolchildren of the II level is also granted to the winners or winners and prize-winners of the Olympiads for schoolchildren of the 1st level, respectively. A special right or advantage given to the winners of the School Olympiad is also granted to the winners of this Olympiad.

    36. To provide special rights to admission without entrance tests to the following categories of applicants:
    a) winners and prize-winners of the All-Russian Olympiad;
    b) members of the national teams of the Russian Federation
    c) winners and prize-winners of the IV stage of all-Ukrainian student Olympiads, members of the national teams of Ukraine that participated in international Olympiads in general education subjects, if the indicated winners, prize-winners and members of national teams are among:

    Persons who are recognized as citizens of the Russian Federation in accordance with Part 1 of Article 4 of the Federal Constitutional Law of March 21, 2014 No. 6-FKZ "On the Admission of the Republic of Crimea to the Russian Federation and the Formation of New Subjects within the Russian Federation - the Republic of Crimea and the City of Federal Significance Sevastopol ";
    persons who are citizens of the Russian Federation who permanently resided on the day of admission to the Russian Federation of the Republic of Crimea on the territory of the Republic of Crimea or on the territory of the federal city 20 Sevastopol, and studied in accordance with the state standard and (or) the curriculum of general secondary education, approved by the Cabinet Ministers of Ukraine;

    12. Information about the possibility of passing entrance examinations, conducted by the organization independently, in the language of the republic of the Russian Federation, on the territory of which the organization is located (hereinafter referred to as the language of the republic of the Russian Federation); in a foreign language (in the case of such admissions tests)

    73. Entrance tests are conducted by the Academy in Russian in writing (with the exception of entrance examinations in the direction 54.03.01 Design, according to which entrance examinations of a creative and professional orientation are held in the subjects "Drawing" and "Composition").

    74. Along with the entrance examinations in Russian, some entrance examinations conducted by the Academy independently are conducted in a foreign language for the main educational programs in accordance with Appendices 1 and 2. The entrance examinations in a foreign language are passed on the applicant's personal application. When conducting the same entrance test in Russian, as well as in a foreign language, the form and program of the entrance test conducted in a foreign language corresponds to the form and program of the entrance test conducted in Russian. The entrance test in a foreign language is carried out at the request of the applicant.

    Entrance tests are conducted in Russian. Along with conducting entrance examinations in Russian, some entrance examinations conducted by the Academy independently are conducted in a foreign language (the list of educational programs for admission to which entrance examinations can be conducted in a foreign language is indicated in Appendices 1 and 2).

    Passing the entrance test in a foreign language is carried out at the personal application of the applicant. When conducting the same entrance test in Russian, as well as in a foreign language, the form and program of the entrance test conducted in a foreign language corresponds to the form and program of the entrance test conducted in Russian.


    13. Information on the procedure for recording individual achievements of applicants

    IV. Taking into account the individual achievements of applicants during admission to training

    Undergraduate

    39. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account by the Academy when admitting to training through the accrual of points. Points awarded for individual achievement are included in the Competition Points total.

    The applicant submits documents confirming the receipt of the results of individual achievements.

    40. Upon admission to training, the Academy awards points for the following individual achievements:

    1) the status of a champion and medalist of the Olympic Games, Paralympic Games and Deaflympics, world champion, European champion, a person who took first place in the world championship, European championship in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, presence the gold insignia of the All-Russian physical culture and sports complex "Ready for Labor and Defense" (TRP) and a certificate of the established sample - 2 points;
    2) the presence of a certificate of secondary general education with honors, or a certificate of secondary (complete) general education for those awarded with a gold medal, or a certificate of secondary (complete) general education for those awarded with a silver medal, the presence of a diploma of secondary vocational education with honors - 3 points ;
    3) 5 points for the presence of:

    A) the status of the winner or prize-winner of the regional or final stage of the All-Russian Olympiad for schoolchildren;
    b) the status of the winner or prize-winner of the school Olympiad;
    c) the status of the winner or prize-winner of the qualifying stage of the School Olympiad held by the Academy;
    d) the status of the winner or prize-winner of the qualifying (absentee) stage
    the interdisciplinary multidisciplinary Olympiad "Technological Entrepreneurship", held by the Association of Innovative Regions of Russia, the National Research Tomsk State University in conjunction with the Academy;
    e) the status of the winner of an intellectual and (or) creative competition held in the manner prescribed by the Academy.

    Points for individual achievements specified in each of subparagraphs 1 and 3 of this paragraph are awarded for one type of achievement (regardless of their number).

    41. When applying for training, an applicant may be awarded for individual achievements no more than 10 points in total.

    42. Points for individual achievements specified in subparagraph 3 of paragraph 40 of the Rules are awarded subject to participation in the Olympiads (competitions) for grade 11, provided that the results of participation in these Olympics are not used by the applicant to establish the highest result (100 points) of the entrance test ( tests).

    43. The Academy establishes the following Procedure for recording individual achievements. When submitting an application, the applicant indicates information about his individual achievements, the results of which are taken into account by the Academy when admitting for training by means of awarding points in accordance with paragraph 40 of these Rules and submits documents confirming the receipt of the results of individual achievements. Individual achievements of applicants are taken into account in admission both to places financed from budgetary allocations (including within the target quota), and to places under contracts for the provision of paid educational services for all forms and conditions of education.

    The quantitative assessment of individual achievements is carried out by summing up points for each individual achievement available to the applicant in accordance with the list of individual achievements. Upon admission to training, a commission is created to record the individual achievements of applicants (Commission). The composition of the Commission is approved by the order of the rector. The commission at its meeting considers documentary evidence of individual achievements of applicants in accordance with the List of Individual Achievements.

    The results of the Commission meeting are documented in minutes indicating the total number of points awarded to the applicant for individual achievements. The protocol is signed by the chairman and all members of the commission. The protocol for the assessment of individual achievements, as well as documents confirming individual achievements, are submitted to the executive secretary of the Commission.

    Points for individual achievements are brought to the attention of applicants by posting relevant information on the stand (website) of the selection committee.

    Master's degree

    22. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account by the Academy when applying for training. Accounting for the results of individual achievements is carried out through the accrual of points for individual achievements.
    Points awarded for individual achievement are included in the Competition Points total.
    The applicant submits documents confirming the receipt of the results of individual achievements.

    23. Upon admission to training, the Academy awards points for the following individual achievements:

    c) the status of a winner or prize-winner of international student Olympiads, the Global Management Challenge World Championship in Strategy and Business Management, the Sustainable Future of Russia competition of scientific works, the Far Eastern Regional Complex Olympiad in Law among students of higher education institutions of higher education "Legal Olympiad" 2 - 5 points.

    Points for individual achievements specified in each of subparagraphs "a" - "c" of this paragraph are awarded for one type of achievement, regardless of their number.

    24. When applying for training, an applicant can be awarded for individual achievements no more than 10 points in total.

    86. Entrance tests for applicants with disabilities are held in a separate auditorium.

    The number of applicants with disabilities in one classroom should not exceed:

    A larger number of applicants with disabilities may be present in the audience during the entrance test, as well as the conduct of entrance tests for applicants with disabilities in the same audience together with other applicants, if this does not create difficulties for applicants when passing the entrance test.

    89. Applicants with disabilities can, in the process of passing the entrance test, use the technical means necessary for them in connection with their individual characteristics.

    90. During the admissions tests, the following additional requirements are met, depending on the individual characteristics of applicants with disabilities:

    1. for the blind:
      tasks to be performed on the entrance test are read by an assistant; written assignments are dictated to the assistant; applicants to complete the assignment, if necessary, are provided with a set of writing materials and paper for writing in relief-point braille, a computer with specialized software for the blind;

    3. for the deaf and hard of hearing:
      the availability of sound-amplifying equipment for collective use is ensured, if necessary, applicants are provided with sound-amplifying equipment for individual use; sign language interpreter services are provided;

    51. The Academy can conduct entrance examinations using distance technologies in the presence of appropriate applications from applicants and subject to their identification (the list of educational programs for admission to which entrance examinations can be conducted using distance technologies is indicated in Appendices 1 and 2).

    Identification is carried out:

    At the place of entrance examinations - by an authorized employee of the Academy or a person authorized by the Academy;
    remotely - using software that allows in real time to visually identify the person passing the entrance examinations according to identity documents, citizenship presented by the applicant when applying for admission.

    In the event that the Academy's Admissions Committee makes a decision to accept entrance tests using remote technologies, the places for passing these tests are determined by the corresponding order of the Academy (branch), respectively. Entrance tests using distance technologies are carried out if the applicants indicate such an intention in the application for admission to training.


    17. Rules for filing and considering appeals based on the results of admissions tests conducted by the organization independently

    92. According to the results of the admissions test, conducted by the Academy independently, the applicant (trustee) has the right to file an appeal with the appeal commission about the violation, in the applicant's opinion, of the established procedure for conducting the admissions test and (or) disagreeing with the assessment of the results of the admissions test.

    93. An appeal is filed in one of the following ways:

    1. are presented to the Academy personally by applicants (trustees), including at the location of the branch (upon admission to study at the branch of the Academy);
    2. sent to the Academy (branch) through public postal operators.

    94. During the consideration of the appeal, the observance of the established procedure for the admissions test and (or) the correctness of the assessment of the results of the admissions test is checked.

    95. The appeal is filed on the day of the announcement of the results of the entrance test or during the next working day. An appeal on violation of the established procedure for the admissions test can also be filed on the day of the admissions test.

    96. Consideration of the appeal is carried out no later than the next working day after the day of its submission.

    97. The applicant (proxy) has the right to be present at the consideration of the appeal. One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years of age), except for minors recognized in accordance with the law as fully capable until reaching the age of majority.

    98. After considering the appeal, the appeal commission makes a decision to change the assessment of the results of the admissions test or leave the specified mark unchanged. The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant (trustee). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

    99. In the case of an entrance test using remote technologies, the Academy provides consideration of appeals using remote technologies.

    68. According to the results of the admissions test conducted by the Academy independently, the applicant (trustee) has the right to file an appeal with the appeal commission about the violation, in the applicant's opinion, of the established procedure for conducting the admissions test and (or) disagreeing with the assessment of the results of the admissions test.

    69. An appeal is filed with the Academy in one of the following ways:

    70. During the consideration of the appeal, the observance of the established procedure for the admissions test and (or) the correctness of the assessment of the results of the admissions test is checked.

    71. The appeal is filed on the day of the announcement of the results of the entrance test or within the next working day. An appeal on violation of the established procedure for the admissions test can also be filed on the day of the admissions test.

    72. Consideration of the appeal is carried out no later than the next working day after the day of its submission.

    73. The applicant (trustee) has the right to be present at the consideration of the appeal. One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years of age), except for minors recognized in accordance with the law as fully capable until reaching the age of majority.

    74. After considering the appeal, the appeal commission makes a decision to change the assessment of the results of the admissions test or leave the specified mark unchanged.

    The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant (trustee). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).
