Some students are eligible for a social stipend, even if they are in grades. The social stipend can be received by orphans, disabled people, veterans, contract soldiers and victims of radiation disasters. To arrange everything, you need to contact your social security department or the MFC. The most difficult task was multitasking. It was necessary to lead the company and distribute vacations during the working day, hold meetings, calculate profits. What it is?

This type of scholarship is one of the payment options that students are entitled to only full-time learning. In addition, a social scholarship is issued only to those students who study at the expense of appropriations provided from the federal and / or regional and / or local budgets.

The procedure for its issuance regulated primarily by Federal Law No. 273-FZ "On Education in the Russian Federation" dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ) Clause 5 of Art. 36. In more detail, the procedure for providing these payments was approved by the Ministry of Education and Science of the Russian Federation in order No. 1000 of 08/28/13.

In this regulatory document, in particular, it is said that:

  • the amount of the scholarship is assigned educational institution, but taking into account the opinion of the trade union of this institution (if any) and the opinion expressed by the student council of the same institution;
  • at the same time, the amount of the scholarship cannot be less than those established by the Government of the Russian Federation. These standards are set taking into account the current inflationary level, for each category of students and their level of vocational education.

Become acquainted with the size of the social scholarship it is possible in the Resolution of the Government of the Russian Federation No. 899 of 10.10.13. This Resolution was adopted to fulfill the requirements of paragraph 10 of Article 36 of Law No. 273-FZ.

  4. Increased social- this is the privilege of excellent students. As a rule, its size is equivalent to the minimum subsistence indicator in the region where the student is studying.

Thus, the academic social payment is guaranteed to the student in any case, even if the grades are not very good. But the ability to increase this amount will need to be confirmed exactly worthy results in studies.

Those categories of citizens who are brought up in an incomplete family, or one of the parents is a disabled person of group 1, are entitled to an increased scholarship.

At the end of each semester, academic performance is assessed, and if its result will allow an increase in the scholarship without supporting certificates, this is done in automatic mode... All documents - on income, benefits, are relevant throughout the year. If a student takes academic leave, the accruals are suspended and will resume when he returns to school.

As for secondary specialized educational institutions, there have been no significant changes in the procedure for calculating scholarship payments and their value. As before, in 2019 this amount will be 730 rubles monthly... Who is eligible to receive

Clause 5 of Article 36 of Law No. 273-FZ provides a large list of those persons who are entitled to this scholarship... These persons include, in particular:

If the above persons study in a paid department and (or) they have evening or extramural training, then they are not entitled to count on a social stipend. However, there are some nuances when assigning social scholarships to students.

The nuances of the appointment of social scholarships

Law No. 273-FZ provides for a case when the social allowance can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who study on a full-time, budgetary department and receive higher education in undergraduate and specialty programs. In this case, these persons must have grades for their academic performance at least "good and excellent". The social stipend for such students is increased to 10,329 rubles (excluding the regional coefficient). And she is appointed based on the results of intermediate certification.

But, in order to receive this scholarship, you need to document prove financial standing the student's family.

If a student falls into (before the baby reaches the age of three), for pregnancy and childbirth, or takes an academic leave, then for this period the payment of the social scholarship does not stop. This is established in clause 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 of 28.08.13.

With regard to obtaining a scholarship nonresident students, then in Law No. 273-FZ and in other regulatory documents adopted in accordance with it, there is no restriction on the receipt of a social scholarship based on the registration criterion. Therefore, the specified student receives a social stipend on a general basis.

Registration rules

First of all, a scholarship is assigned from the date when the student submitted a document to the educational institution, which confirms its compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36.   • a certificate indicating the form of training, course and other similar data. This document is issued by the educational institution where the student is studying;

  • a copy of the certificate of registration in the hostel, or a certificate in the form No. 9. This form is a document confirming the local registration of a nonresident person. Receive it at the place of registration;
  • receipts confirming payment for accommodation in the hostel. Or you need to submit a certificate issued by the passport officer at the place of residence of the student, stating that he does not live in the hostel.

As soon as everything is collected, the social protection authority draws up a certificate for receiving a social scholarship, which is transferred by the student to his educational institution. It is worth noting that it is very often required to submit the specified certificate during September so that the student can quickly receive the necessary assistance. Once the certificate is submitted, a scholarship is awarded. The basis for the actual payment of this income is a local administrative act issued by the head of the educational institution. A scholarship is paid every month. But the validity of the certificate confirming the right to a social scholarship is designed for only one year. Therefore, the next academic year will have to issue it again.

It is worth noting that the termination of the payment of the scholarship can be made in the event that the student is expelled or there is no reason for receiving it (i.e., a certificate from the social protection authority is not provided).
