The history of the institute begins with the creation on the basis of the Decree of the Council of Ministers - the Government of the Russian Federation No. 791-r dated May 8, 1993 and the Order of the Minister of Internal Affairs of the Russian Federation No. 309 dated June 30, 1993 of the Irkutsk Higher School of the Ministry of Internal Affairs of Russia on the basis of four educational institutions:

Irkutsk Faculty of the Higher Engineering Fire-Fighting School of the USSR Ministry of Internal Affairs, which opened in 1978;
Irkutsk fire-technical school of the USSR Ministry of Internal Affairs, opened in 1968;
The correspondence department of the Khabarovsk Higher Police School of the USSR Ministry of Internal Affairs, created in 1983;
Irkutsk branch, opened in 1989.

The teaching staff of the institute numbers 20 doctors of sciences, 19 professors, 95 candidates of sciences, 51 associate professors and 2 senior researchers.

The departments of the institute created the necessary conditions for research work of cadets and listeners. There are about 40 scientific circles and problem groups, the results of which are used in the educational process. Intra-university olympiads and listeners' conferences are held annually. The institute is the base for the regional Olympiad in legal disciplines. The students of the institute have repeatedly become prize-winners of the All-Russian Student Law Olympiads. According to the results of the All-Russian competition of student works in the natural, technical and humanitarian sciences, the institute took second place among the universities of the Ministry of Internal Affairs (medal and 7 diplomas).

Research work

A feature of scientific research carried out by the teachers of the institute is their close connection with practical bodies. The staff of the institute are part of the scientific and practical section of the Main Internal Affairs Directorate of the Irkutsk region. In order to improve the organization of work on the identification, generalization and implementation of advanced domestic and foreign experience, the identification of urgent problems of operational and service activities requiring scientific study, the formation of applications for scientific research, the introduction of scientific products into practical activities on the basis of the Irkutsk Internal Affairs Directorate commission, which includes teachers of the institute.

The institute conducts fundamental scientific research, applied research aimed at improving the activities of the internal affairs bodies and the state fire service. The results of scientific research carried out at the institute are used in the educational process and in the practical activities of the Department of Internal Affairs and the State Fire Service of the Ministry of Emergencies of Russia.

The teaching staff of the Institute prepared monographs, textbooks and tutorials, which received a departmental stamp, collections of scientific papers and scientific publications. Every year, dozens of scientific and educational publications are published at the institute's polygraphic base; every quarter, the next issue of the scientific and practical journal "Bulletin of the All-Russian Ministry of Internal Affairs" is published.

The international cooperation

The institute is actively working to establish international cooperation. Totally agree last years organized and conducted more than 40 scientific conferences and theoretical seminars at the international, republican and regional levels. The Institute is conducting joint research with the International Center for the Study of Organized Crime of the Foundation for Legal Initiatives of the ISU and the Police Academy of Mongolia.

The Institute is a collective member of the international non-governmental organization of policemen "Strength in Friendship", participates in international program "Project Harmony". Work is underway to exchange law enforcement specialists from Russia and the United States. Thus, the institute has already been visited by two delegations from the United States, who have conducted two seminars on the problems of domestic violence. A delegation from the institute traveled to the United States to get acquainted with the experience of the American police.

Sports life of the institute

Much attention is paid to the combat, physical and special training of cadets. For sports, the institute has created a sports base, which includes two sports halls, a wrestling hall, two athletic halls, a stadium, two towers for practicing fire-applied sports, a special obstacle course for police officers, four shooting ranges.

Story

Irkutsk Faculty of the Higher Engineering Fire-Fighting School of the USSR Ministry of Internal Affairs, which opened in 1978;
Irkutsk fire-technical school of the USSR Ministry of Internal Affairs, opened in 1968;
Distance learning department of the Khabarovsk Higher Police School of the USSR Ministry of Internal Affairs, created in 1983;
Irkutsk branch of the Krasnoyarsk secondary special school militia of the USSR Ministry of Internal Affairs, opened in 1989.

The teaching staff of the institute numbers 20 doctors of sciences, 19 professors, 95 candidates of sciences, 51 associate professors and 2 senior researchers.

The necessary conditions for scientific research work of cadets and listeners have been created at the departments of the institute. There are about 40 scientific circles and problem groups, the results of which are used in the educational process. Intra-university olympiads and listeners' conferences are held annually. The institute is the base for the regional Olympiad in legal disciplines. The students of the institute have repeatedly become prize-winners of the All-Russian Student Law Olympiads. According to the results of the All-Russian competition of student works in the natural, technical and humanitarian sciences, the institute took second place among the universities of the Ministry of Internal Affairs (medal and 7 diplomas).

Research work

The teaching staff of the institute prepared monographs, textbooks and teaching aids, which received the departmental stamp, collections of scientific papers and scientific publications. Annually, dozens of scientific and educational publications are published at the institute's polygraphic base; every quarter, the next issue of the scientific-practical journal "Bulletin of the All-Russian Ministry of Internal Affairs of the Russian Federation" is published.

The international cooperation

The institute is actively working to establish international cooperation. In recent years alone, more than 40 scientific conferences and theoretical seminars at international, republican and regional levels have been organized and held. The Institute is conducting joint research with the International Center for the Study of Organized Crime of the Foundation for Legal Initiatives of the ISU and the Police Academy of Mongolia.

The Institute is a collective member of the international non-governmental organization of policemen "Strength in Friendship", participates in the international program "Project Harmony". Work is underway to exchange law enforcement specialists from Russia and the United States. Thus, the institute has already been visited by two delegations from the United States, who have conducted two seminars on the problems of domestic violence. A delegation from the institute traveled to the United States to get acquainted with the experience of the American police.

Sports life of the institute

Much attention is paid to the combat, physical and special training of cadets. For sports, a sports base has been created at the institute, which includes two gyms, a wrestling hall, two athletic halls, a stadium, two towers for practicing fire-applied sports, a special obstacle course for police officers, four shooting ranges.

National teams of the Institute participate in competitions of various levels. The most popular are the championships of Russia among educational institutions of the Ministry of Internal Affairs of Russia, the sports competition among the universities of Irkutsk, the sports competition of the Dynamo teams, traditional competitions in different types sports. Athletes of the All-Russian Armed Forces of the Ministry of Internal Affairs of the Russian Federation regularly become leaders, take prizes in the team and individual championships.

The institute has sports sections for fire-applied sports, wrestling, sambo, judo, hand-to-hand fighting, boxing, kickboxing, athletics, volleyball, football and basketball.

The boxers of the Institute achieved impressive success. International Master of Sports Major of Internal Service AA Akhmatgatin became the champion of the World Police Games in Australia and the owner of the Belgian Cup. Lieutenant of the internal service, platoon commander A. M. Mishin took second place in the European Championship, participated in the 2000 Olympic Games in Sydney. Institute athletes Alexei Gordeev and Andrei Derevtsov regularly took prizes in the championship of the Ministry of Internal Affairs of Russia in boxing, kickboxing, hand-to-hand fighting. The institute's boxing team systematically takes first place in the competition for the prize of the Minister of Internal Affairs.

Traditional sports events are held: the institute's sports days, the Irkutsk - Baklashi track and field race dedicated to Victory Day, the Irkutsk track and field race, the Bolshoi Lug - Irkutsk night ski crossing dedicated to significant dates.

The history of the educational institution dates back to August 1962, when the Krasnoyarsk educational and consulting center of the correspondence course of the Omsk special secondary school of the police of the Ministry of Public Order of the RSFSR was created. Militia Major A.A.Zhemchugov, who had arrived from the public order protection department of the Krasnoyarsk regional executive committee, was appointed its chief.

From September 1, 1965, the Krasnoyarsk Training and Consulting Center (UCP) of the Omsk Special Secondary School of Militia of the MOOP of the RSFSR was reassigned to the Novosibirsk Special Secondary School of Militia of the MOOP of the RSFSR. During these years, he was the only educational institution in the Krasnoyarsk Territory that trained specialists for the internal affairs bodies of the Territory and other regions. The UKP graduated from 80 to 180 specialists with a secondary legal education annually.

In order to expand the training of personnel for the Internal Affairs Directorate of the Krasnoyarsk Regional Executive Committee, by order of the USSR Ministry of Internal Affairs, from March 1, 1980, the Krasnoyarsk correspondence department of the Omsk Higher Police School of the USSR Ministry of Internal Affairs was created, numbering 600 people. Yu. F. Tsygankov was appointed head of the department. 120 specialists with higher legal education were graduated annually by the correspondence education department for the internal affairs bodies of the Krasnoyarsk Territory, Tuva and other regions of Siberia.

By order of the USSR Ministry of Internal Affairs dated April 12, 1983, the Krasnoyarsk Special Secondary School of Militia of the USSR Ministry of Internal Affairs was established in Krasnoyarsk; Militia Colonel G.G. Garuss was appointed its head. In 1984, 145 cadets from 16 regions of Siberia and the Far East were enrolled in the first course. In the same year, the last graduation of specialists from the Krasnoyarsk educational and consulting center of the Novosibirsk Special Secondary School of Militia of the USSR Ministry of Internal Affairs was carried out. Krasnoyarsk UKP joined the Krasnoyarsk Special Secondary School of Police of the USSR Ministry of Internal Affairs.

An important milestone in the development of the educational institution was May 1993: on the basis of the order of the Government of Russia, Krasnoyarsk was created on the basis of the Krasnoyarsk special secondary school of the police of the Ministry of Internal Affairs of Russia and the Krasnoyarsk correspondence department of the Omsk Higher School of Police of the Ministry of Internal Affairs of Russia graduate School Ministry of Internal Affairs of Russia. From 1986 to 1996, the Krasnoyarsk special secondary school of the police, then the Krasnoyarsk higher school of the Ministry of Internal Affairs of Russia, was headed by the colonel of the police V.I.Zinchenko.

In 1998 the university successfully passed state certification and was transformed into the Siberian law institute The Ministry of Internal Affairs of Russia, the first head of which was Doctor of Law, Professor Major General of Police V.I.Gorobtsov, who headed the educational institution from 1996 to 2004.

In 1999, an adjunct with full-time and full-time correspondence forms training, in 2000 the faculty of advanced training was created, where the training of employees of the internal affairs bodies of various official categories from more than 50 regions of Russia was carried out.

In 2002, doctoral studies were opened. In the same year, the faculty for the training of scientific and pedagogical personnel was formed, which operates in the system of postgraduate professional education of the Russian Federation.

From September 1, 2011 the Siberian Law Institute of the Ministry of Internal Affairs of Russia was transferred to the jurisdiction of Federal Service Of the Russian Federation for the control of drug trafficking. The task of the university was to train specialists for divisions of the Federal Drug Control Service of Russia.

In July 2012, recruitment for full-time form training in the direction of training "jurisprudence" (bachelor's degree) and specialty "law enforcement". 100 young men and women from 50 regions of Russia, who successfully passed the entrance tests, were enrolled in the institute and accepted to serve in the drug control authorities as cadets with the assignment of the first special rank of "ordinary police". Since September 2012, citizens of Kyrgyzstan and Tajikistan have begun training at the faculty of training foreign specialists.

From 6 to 13 September 2012, the institute passed entrance tests to the faculty of distance learning of the institute in the direction of training "jurisprudence", as a result of which 65 employees, civil servants and workers of drug control agencies from 25 territorial bodies were enrolled in places funded from the federal budget and organizations of the Federal Drug Control Service of Russia.

Since 2000, the annual All-Russian SAMBO Tournament in memory of the Honored Coach of Russia, Master of Sports of International Class, Police Colonel Eduard Agafonov has been held.
