Introduction

The purpose of the study is to study the information and activities of the employment center in order to obtain the necessary knowledge and professional skills.
The main tasks of the study are to study the history of the emergence, general characteristics of the employment center, analyze the organizational and functional structure of management: departments that are part of the structure of the employment center, organizational management, organizational functions adopted in the field of promoting employment. Identify the characteristics of the activities of the employment promotion department: tasks of the employment promotion department, functions, provision of public services to citizens, and establish a relationship with other divisions.
The object of the research is the state organization of the employment center of the city of Osinniki.
The subject of the research is the activities of the organization of the Center for Employment of the Population.

1.History of origin and general characteristics of the employment center

The Center for Employment of the Population of Osinniki was created on the basis of the Labor Department of the City Executive Committee on the basis of the decision of the Osinnikovsky City Council of People's Deputies of 23.05.1991 No. 173. The center was located in the building of the former city court, where it is located to this day, Osinniki, 50 years of Rudnik, 2. The employment center served the unemployed. Osinniki and Kaltan. In 1995, the introduction of a software and technological complex for receiving clients of the employment service began. The software and technological complex made it possible to facilitate the work of the center's specialists, who are busy registering visitors, forming orders and calculating unemployment benefits. It also led to a reduction in the time of reception and registration of citizens. The capacity of the employment center has increased.
The peak in the number of unemployed citizens fell on 1996 - 6,400 people, when there was a large reduction in the number of people employed at the enterprises of the coal industry. Osinniki and Kaltana. The highest level of employment was in 1996.
In December 1997. in the center of employment a new direction is being introduced - social and professional rehabilitation, and adaptation of laid off workers, unemployed and other citizens.
The most difficult for the employment service was 1998, when about 3 thousand miners were released from coal enterprises.
In January 1999, the employment center received a license to conduct educational activities in 21 professions.
In December 2000, O.V. Mochalova became the head of the employment center. Now 16 people work, including 11 with higher education.
In 2004, the employment service took part in the development and implementation of the program for the local development of coal areas.

    2.Organizational and legal form of the Center for Employment of the Population
2.1 General

The Employment Center of Osinniki was created on the basis of the decision of the Osinnikovsky City Council of People's Deputies dated 23.05.1991 No. 173.
The main tasks of the employment center are:

    provision of state guarantees in the field of employment of the population;
    rendering in accordance with the legislation of the Russian Federation and Kemerovo region state services in the field of employment promotion and protection from unemployment, labor migration;
    implementation of state policy in the field of promoting employment of the population;
    development of programs in the field of promoting employment of the population.
Functions:
1.The employment center in accordance with the Law of the Russian Federation "On Employment of the Population in the Russian Federation", Administrative Regulations and other regulatory legal acts adopted in the field of promoting employment of the population, performs the following functions in the serviced territory:
Registers citizens in order to assist them in finding suitable work and unemployed citizens;
Provides the following public services in accordance with employment legislation:
assistance to citizens in finding suitable work, and to employers in the selection of the necessary workers;
informing about the situation on the labor market;
organization of vocational guidance of citizens in order to choose a field of activity (profession), employment, vocational training;
organization of psychological support, vocational training, retraining and advanced training of unemployed citizens;
implementation of social payments to citizens recognized as unemployed in accordance with the established procedure;
organization of paid public works;
organization of temporary employment of unemployed citizens experiencing difficulties in finding a job, unemployed citizens aged 18 to 20 years old from among graduates of institutions of primary and secondary vocational education, looking for work for the first time;
minor citizens between the ages of 14 and 18 in their free time;
social adaptation of unemployed citizens in the labor market;
promoting self-employment of unemployed citizens;
assistance to citizens in resettlement for work in rural areas;
issuing proposals for obtaining employers' opinions on the advisability of attracting and using foreign workers;
participation in organizing work to determine the need to attract foreign workers and prepare proposals for the volume of quotas in the Kemerovo region;
organizing and holding job fairs and training jobs;
2. develops measures to promote employment of the population of the city of Osinniki and the city of Kaltan, participates in the preparation of proposals for the formation of programs providing for measures to promote employment of the population;
3. participates in the implementation of programs providing for measures to promote employment of the population, including programs to promote the employment of citizens at risk of dismissal, as well as citizens experiencing difficulties in finding a job;
4. organizes and conducts special activities for profiling (the distribution of unemployed citizens into groups depending on their previous activities, education level, gender, age and other socio-demographic characteristics in order to provide them with the most effective assistance in assisting in employment, taking into account the current situation on the labor market) of unemployed citizens;
5. performs the functions of the recipient of the regional budget funds received in the form of subventions;
6. prepares and submits to the department proposals for financing measures to promote employment of the population, social support for unemployed citizens, conduct other activities within the assigned tasks, functions and powers, as well as on the maintenance of the employment center;
7. participates in the work of draft commissions (in terms of issues related to alternative civilian service);
8. participates in the organization of alternative civilian service in the center;
9. summarizes the practice of applying legislation on employment, labor migration, analyzes the reasons for violations of legislation on employment of the population, and prepares appropriate proposals for improving this legislation;
10. forms, maintains and uses a data bank on the availability of vacant jobs (positions) and vacant training places for vocational training;
11. analyzes the composition of citizens who applied to the employment center for assistance in finding a job. Carries out a forecast of the number of citizens who, in accordance with the established procedure, will be recognized as unemployed;
12. determines the needs of budgetary funds for the implementation of measures of state policy in the field of promoting employment of the population, organizes the targeted use of funds;
13. independently conducts budgetary, statistical, tax and other reporting in accordance with the legislation of the Russian Federation, the Kemerovo region;
14. provides, within the limits of its competence, the protection of information constituting a state secret, information about the personal data of citizens who have applied to the employment center in order to assist them in finding a suitable job;
15. organizes the reception of citizens, ensures the timely and complete consideration of citizens' appeals, makes decisions on them and sends responses to the applicants;
16. carries out activities for mobilization training;
17. Renders assistance to the employees of the employment center in the implementation of their professional training, retraining, advanced training and internship;
18. carries out, in accordance with the legislation of the Russian Federation and the Kemerovo region, work on the acquisition, storage, accounting and use of archival documents generated in the course of the employment center;
19. places orders for the supply of goods, performance of work, provision of services for government needs, concludes government contracts;
20. Carries out other functions to implement the state policy of promoting employment of the population, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation, the Federal executive body, laws and other regulatory legal acts of the Kemerovo region.

2.2 Structure of the Center for Employment of the Population of Osinniki.

The employment center is headed by a director who is appointed and dismissed by order of the head of the department. The director of the employment center carries out the hiring and dismissal of workers; appoints and dismisses deputy directors, chief accountant; develops and approves the staffing table; organizes the activities of the employment center for the implementation of the tasks and functions of the center, spending financial resources for their intended purpose.
The finance and accounting department controls the correct spending of funds for the intended purpose; conducting accounting execution of estimates of income and expenditure on budgetary funds; preparation of the provision of accounting forms in a timely manner, performs the functions of the manager and recipient of federal budget funds.
The Department for the Promotion of Employment of the Population provides services to the unemployed, unemployed citizens in promoting their employment; organization and implementation of special events promoting the employment of persons experiencing difficulties in finding a job.
The Employment Promotion Department includes:

    3. Regulatory framework of the Center for Employment of the Population of Osinniki.
The employment center of the city of Osinniki was created on the basis of the decision of the Osinnikovsky city council of people's deputies of 23.05.1991 No. 173. The full name of the employment center: State institution Center of employment of the population of the city of Osinniki. The founder of the employment center on behalf of the Kemerovo region is the Department of Labor and Employment of the Kemerovo Region.
The employment center has the right of a legal entity, acquires and exercises property and personal non-property rights on its own behalf, bears obligations, acts as a plaintiff and defendant in court.
The employment center is an object of the social sphere and ensures, on the territory of the Osinnikovsky urban district and the Kaltansky urban district, the implementation of the state-guaranteed right of citizens to protection from unemployment, the provision of public services to the population and employers in the field of promoting employment, labor migration.
The Employment Center is the recipient of the regional budget funds coming to the budget of the Kemerovo Region in the form of a federal budget subvention for the implementation of powers transferred by the Russian Federation in the field of promoting employment of the population, including the costs of exercising these powers, in accordance with Article 7.1 of the Law Russian Federation dated 19.04.91 No. 1032-1 "On employment in the Russian Federation".
The employment center has an independent balance sheet, opens, in accordance with the established procedure, in the bodies of the Federal Treasury personal accounts for accounting for regional budget funds received in the form of subventions, and funds received from income-generating activities.
In its activities, the Employment Center is guided by the Constitution of the Russian Federation, acts of the President of the Russian Federation, the Government of the Russian Federation, the Federal executive body responsible for the development of state policy and legal regulation in the field of employment and unemployment, acts of state authorities of the Kemerovo region, municipal legal acts adopted within their competence, acts of the Administration Board of the Kemerovo Region and administrative documents of the Department of Labor and Employment of the Kemerovo Region.
Inspection of the activity of the employment center is carried out by the Department of Labor and Employment of the Population of the Kemerovo Region, as well as by the relevant state bodies within their competence in the manner prescribed by law.

4.Characteristics of the employment promotion department

The main purpose of the department is to provide services to the unemployed population, unemployed citizens in promoting their employment.
The structure and staffing of the department is approved by the director of the employment center, taking into account the amount of work.
The department is headed by the deputy director - the head of the department, who is appointed and dismissed by the director of the employment center.
The division of duties between the employees of the department is carried out by the head of the department in accordance with the job descriptions and these Regulations.

Preparation of proposals to the executive and legislative authorities on the implementation of an active policy of employment of the population;

Provision of advisory services to the population, employers on issues within the competence of the department;

Implementation of programs of social adaptation of unemployed citizens in the labor market;
Implementation of temporary employment programs for citizens in particular need of social protection;
Implementation of the program of temporary employment of unemployed citizens aged 18 to 20 years from among graduates of educational institutions of primary and secondary vocational education, looking for work for the first time;
Implementation of measures to facilitate the voluntary relocation of citizens to another locality for employment at the suggestion of the employment center, including reimbursement of costs to citizens in the manner prescribed by law;
Sending citizens to a pension assigned in accordance with the legislation ahead of schedule;
Collection and registration of information on the availability of job vacancies at enterprises;
Participation in audits of organizations for compliance with the requirements of employment legislation on issues within the competence of the department;
Carrying out work on maintaining an archive, forming, registering and storing personal files of unemployed citizens, preparing and transferring cases for state storage;
Informing the population and employers through the media about the state of the labor market, implementation of employment programs for the population;
Consideration of complaints from citizens and organizations, making decisions on them within the competence of the department;
Ensuring the protection of state secrets, confidentiality of information.

The main purpose of the employment center is to protect citizens from unemployment, as well as to provide public services to the population and employers in the field of employment promotion.
Over the years of its existence, the employment service has gone through several stages of formation and development. Depending on the specifics of the situation on the labor market, the directions of her work changed. But the priority tasks of the city employment service from the day of its foundation has been and remains the prevention of unemployment and the stabilization of the labor market. The successful operation of the center allowed it to become an irreplaceable structure for all subjects of the labor market: government bodies, employers, public organizations, and especially unemployed citizens.

Education of the non-working population
Within the framework of a unified system of training the population in the field of civil defense and protection from emergencies, an important place is occupied by work with the population not employed in the spheres of production and services (non-working population). The complex of measures related to the training of this category ensures its preparation for skillful and decisive actions in emergency situations.

The issues of training in this category are resolved by the heads of local self-government bodies of formations by creating training and consulting centers (hereinafter - UCP) on the basis of the relevant housing and operating organizations, schools, hospitals, employment centers and by attaching the unemployed population to them on a territorial basis.

Conducting conversations, lectures, watching educational films should be carried out on the UCP, which, in accordance with the Decree of the Government of the Russian Federation dated 02.11.2000 No. 841 "On approval of the Regulation on the organization of training for the population in the field of civil defense" "... are created and equipped by local governments in within the territories of their municipalities ”.

UKP should be created in all municipalities of the region.

Responsibility for organizing training for the non-working population and those living in districts, cities and towns rests with the respective heads of local self-government bodies.

Training in the field of civil defense and protection from emergencies for the non-working population provides for conducting conversations, lectures, watching educational films, attracting to exercises and trainings at the place of residence, as well as independent study of manuals, memos, leaflets and booklets, listening to radio broadcasts, watching TV programs on civil defense issues and protection against emergencies.


General Provisions.
UCPs are designed to educate the non-working population.

UKP are created in accordance with the requirements of federal laws "On the protection of the population and territories from natural and man-made emergencies" and "On civil defense", Resolutions of the Government of the Russian Federation dated 04.09.2003, No. 547 "On the procedure for training the population in emergency situations "and dated 02.11.2000 № 841" On approval of the Regulation on the organization of training of the population in the field of civil defense ", as well as" Organizational instructions for training the population of the Russian Federation in the field of civil defense and protection against emergencies. "

The main purpose of creating a UKP is to ensure necessary conditions to train the non-working population on the problems of civil defense and protection from emergencies (GOChS) at the place of residence.






Local self-government bodies create and equip training and consulting centers for civil defense and emergency situations, as well as organize their activities and monitor the progress and quality of education of the population in the field of civil defense and protection from emergencies.

Methodological management of the UCP activities is carried out by bodies specially authorized to solve tasks on civil defense, prevention and elimination of emergencies under the territorial executive authorities.

The number of PCDs and their placement are determined by the order of the heads of the governing bodies of municipalities. UKP are created at housing and maintenance authorities, and should be located in specially designated premises. If it is impossible to allocate separate premises, the UCP can be temporarily located and conduct planned activities in other, most frequently visited by the non-working population premises (health rooms, methodological and technical rooms, public councils, cultural and educational institutions, etc.).

Each UCP must serve a neighborhood in which no more than 1,500 non-working people live.

The organizational structure of the UCP may be different depending on the financial capabilities, the size of the serviced microdistrict and the number of non-working population living in it. The UKP may include:

Head of UKP;

1-2 instructors (consultants).

The head of the UCP, as a rule, should be full-time. The instructor (consultant) can be full-time, part-time or volunteer.

The head of the UCP and the instructor (consultant) are required to undergo training in the field of civil defense and protection against emergency situations at the Kamchatka training center of the Civil Defense and Emergencies 1 time in 5 years, (during the first year, training is mandatory).

Control over the work of the UCP is carried out by officials of local self-government bodies and employees of civil defense and emergency situations management bodies of all levels.

Financial and material costs associated with organizing the work of the UKP, remuneration of employees, training leaders are made at the expense of the local budget.
Duties of the head (organizer, consultant) of the UKP
The head (organizer, consultant) of the UCP is subordinate to the head of the civil defense and the head of the department (authorized) for the Civil Defense and Emergencies of the institution under which the UCP was created. He is responsible for the planning, organization and course of the educational process, the state of the educational and material base.

He is obliged:

Develop and maintain planning, accounting and reporting documents;

In accordance with the schedule, conduct classes and consultations in the amount established by the order of the head of the institution's civil defense;

Monitor the progress of independent teaching of people and provide individual assistance to trainees;

Conduct instructions for class leaders and senior groups;

Keep records of the training of the non-working population in the microdistrict assigned to the UCP;

Draw up an annual report on the implementation of the work plan of the UCP and submit it to the head of the institution's civil service;

Draw up applications for the purchase of educational and visual aids, technical teaching aids, literature, organize their accounting, storage and timely write-off;

Monitor the maintenance of the premises, compliance with fire safety rules;

Maintain constant interaction on training issues with the governing bodies of the Civil Defense and Emergencies and the courses of the district civil defense.

For UCP employees who work part-time or on a voluntary basis, responsibilities are specified (developed in relation to their states) by the head of the institution under which the UCP was created.

Organization of work on the creation of the UKP.
The general management of the training of the non-working population is carried out by the head of the local self-government body. He issues an order (decree) on the creation of the UKP, in which it determines:

Under what housing and operating authorities, and on what basis they are created;

The procedure for financing and material and technical support;

Persons responsible for the work and other organizational issues.

The direct organizers of the training are the heads of housing maintenance organizations, and in the departmental housing sector - the heads of the relevant enterprises, institutions, organizations. They issue an order (orders), which determine:

The location of the UCP and other premises used for the training of the non-working population;

The order of work of the UKP;

Organization of classes, consultations, trainings;

UCP officials and persons involved in conducting classes, consultations and other training events;

The procedure for the provision of literature, teaching aids and technical teaching aids;

Assigning residents of houses (streets, quarters) to premises and distributing them to study groups;

Other organizational issues.

Documentation of the training and consulting center.

To organize the work of the training and consulting center in the housing maintenance authority, the following documents are being developed:

1. Order (decree) of the head of the municipality on the creation of a UKP on the territory of the municipality.

2. Order of the head of the civil defense institution, under which the UKP was created, on the organization of its work.

3. Regulations on the UKP.

4. Plan of work of the UKP for the year.

5. The daily routine of the UKP.

6. Schedule of duty on the PCD of its employees and other persons involved for this.

7. Schedules of classes and consultations for the year.

8. Logs of records of classes and consultations.

9. Journal of personal records of the population trained at the UKP.

10. Lists of non-working residents with address, phone number and senior study groups.


Organization of training for the non-working population at the UKP.
Education of the population is carried out by:

Conducting classes according to the work program approved by the Minister of Special Programs and Cossack Affairs of the Kamchatka Territory;

Carrying out propaganda and campaigning events (conversations, lectures, evenings of questions and answers, consultations, screenings of educational films and video films, etc.), carried out according to the plans of civil defense and RSChS officials;

Distribution and reading of memos, leaflets, manuals, listening to radio broadcasts and watching TV programs on civil defense and protection against emergency situations;

Participation in exercises and drills on civil defense and protection from emergencies.

Education of the population is carried out, whenever possible, all year round. The most expedient period of study in groups is from November 1 to May 31. Consultations and other events are held at other times.

To conduct classes, students are brought together into study groups that are created from residents of one house (several small houses or entrances). The best option is a group of 10-15 people. When creating training groups, it is desirable to take into account the age, state of health, the level of training of trainees in civil defense and protection from emergencies. In each of them, a senior is appointed, as a rule, from among the officers, reserve warrant officers, activists and veterans of the civil defense. Wherever possible, the study groups are assigned permanent locations for the classes.

Taking into account the local conditions and the preparedness of the trainees, the topic of the classes is annually specified by the head of the municipality. Topics can be as follows:

1) Civil defense as a system of national measures to protect the population and territories from the dangers arising from the conduct of these actions or as a result of these actions;

2) Organization of a single state system prevention and elimination of emergency situations (RSChS);

3) Organization of notification and actions of the population in peacetime and wartime;

4) Rules of behavior of the population in natural emergencies;

5) Rules of behavior of the population in emergencies of a man-made nature and the threat of terrorist acts;

6) Rules for the use of individual and collective protective equipment;

7) Organization of evacuation to the suburban area and safe areas;

8) The main activities of civil defense and RSChS for the protection of the population and life support;

9) The procedure for providing first aid to victims

10) Final lesson.

Depending on the specifics of the districts, the characteristics of production and local conditions, the heads of the civil society housing and operational facilities are allowed to make changes and additions within the established 12 hours.

Traditional forms of conducting classes with this category of trainees (taking into account age and health) can be used to a limited extent with certain groups of trainees. With the overwhelming majority of the non-working population, the main forms of employment are:

Workshops;

Conversations, quizzes;

Q&A lessons;

Games, discussions;

Meetings with participants in the elimination of the consequences of emergencies, senior staff and veterans of civil defense;

Viewing video materials, listening to audio recordings.

Most of the study time should be devoted to practical exercises and training, during which to work out actions on warning signals, rules for using individual and collective protective equipment, and evacuation measures.

The duration of one group lesson is usually 1-2 hours a day.

In the classroom, visual and teaching aids, videos, computer programs are widely used.

The leader of the lesson is obliged to prepare in advance for each lesson. Preparation for the lesson consists in the study of the topic by the leader, the choice and preparation of the places for the lessons, the means of material support, the preparation, if necessary, of assistants to the leaders of the lessons from among the trainees. Preparing for the lesson, the leader is obliged to understand the content of the topic and clarify the purpose of the lesson; study the recommended literature; to clarify the content of educational questions and the time spent on studying each of them, material support; prepare the site for the lesson and outline the practical activities to be performed during the lesson.

When preparing for classes, the leader should pay special attention to clarifying the content of educational questions; to determine what has been new in the ways of protection against emergencies, what practical measures to devote more time to.

In order to better assimilate the program material for students outside the classroom, independent work on the study of educational and methodological literature can be used.


Educational and material base.
UCP is equipped in a specially designated room, where it is possible to create the necessary conditions for organizing the educational process. There should be at least two rooms: a room (class) for conducting classes and consultations with a capacity of 15-20 people and a room for storing property. The class is provided with the necessary amount of serviceable furniture. The daily routine and schedule of classes and consultations are prominently displayed.

The educational material base of the UKP includes technical training aids, stands, training visual aids, medical property and personal protective equipment, educational and methodological literature and didactic materials.

Technical training aids: TV set; video recorder; means of static projection; radio broadcasting receiver; computer; a set of distance learning programs.

The class is equipped with the following stands:

Classification of emergency situations;

Actions of the population in the event of an emergency (earthquake, chemical contamination, etc.);

Alert signals and actions on them;

Personal and collective protective equipment;

Fire safety;

Providing self and mutual assistance;

Actions of the population to prevent terrorist acts.

4. The system of state regulation of the labor market in Tuymazy

In order to better understand the process of providing public services, it is necessary to know how the financing of the employment service is going on, what is the procedure for budgeting.

Budgetary institutions receive funds for their maintenance from the federal budget on the basis of financial documents called estimates.

Thus, initially there will be a transfer of the draft estimate to the State Employment Service of the Republic of Belarus by the State Institution of the Central Labor Service of the city of Tuymazy. This is where a draft summary estimate is created.

The summary estimate is a set of individual estimates of subordinate ministries, departments, departments, institutions and an estimate of the costs of centralized activities. The summary estimates are then submitted to the appropriate financial authorities for inclusion in the budget.

The Ministry of Health and Social Development submits the compiled budget list to the Ministry of Finance of the Russian Federation. The Ministry of Finance, in turn, sends a consolidated budget statement to the General Directorate of the Federal Treasury. From where are the registers for transferring funds sent to the management of the Federal Treasury of the Republic of Belarus, and to Central bank RF, payment orders for the transfer of funds.

On the basis of the registers for the transfer of funds, a notification of budget allocations is sent to the Office of the Federal State Employment Service. The department approves the consolidated estimate, and is transferred again to the department of the Federal Treasury of the Republic of Belarus, where the funds are disbursed.

The Treasury sets limits on budgetary obligations for the Department, and also sends a payment order for the transfer of funds to the main republican department of the Central Bank of the Russian Federation.

From the Central Bank of the Russian Federation to the republican department of the Central Bank of the Russian Federation, the funds indicated in the payment order are transferred. Then a bank statement is made from the expense account of the treasury body. And after that, at the regional level, funds are allocated for the provision of public services and benefits for individuals. They are also listed in the GKU CPZ in Tuymazy.

Thus, funds for the implementation of the services provided are transferred to the GKU Employment Center of Tuymazy.

The funds received are directed not only to the implementation of the activities planned by the Center, but also to the functioning of the institution, that is, to its maintenance (salaries of the institution's employees, energy supply, work equipment and others).

By the Decree of the Government of the Republic of Bashkortostan dated August 31, 2012 No. 294, a long-term target program "Promotion of employment of the population of the Republic of Bashkortostan" for 2013-2018 was approved. The CPN of Tuymazy, on the basis of this program, develops a plan for the implementation of the program in the territory of Tuymazy and Tuymazy district17. The sources of financial support for the program are the funds of the budget of the Republic of Bashkortostan for the implementation of powers in the field of employment of the population, as well as funds of subventions from the federal budget for the implementation of social payments to unemployed citizens in the total amount of 1,010,747.4 thousand rubles. Target expenditures of the budget of the Republic of Bashkortostan are 322120.4 thousand rubles.

In the course of the undergraduate practice, I got acquainted with the activities of the State Budgetary Institution of the Central Health Care Center in Tuimazy and studied the range of services they provide to assist unemployed citizens in finding suitable work. So the provision of services in the GKU CPN in Tuimazy is carried out by various departments, of which today there are three:

Department of Promotion of Employment of the Population and Material Support of Unemployed Citizens;

Common department.

The activities of the departments of the Center, and individual specialists and inspectors were considered.

On the basis of the knowledge gained in the process of passing the internship and on the basis of the organizational structure of the GKU CZN in Tuimazy, an analysis of the organizational structure of the Center was carried out. Using additional educational literature, it was found that this type of organizational structure is linear.

The regulatory and legal framework of the State Institution of the CZN in Tuimazy was studied, as a result of which the main regulatory documents were identified, which the Center is guided by in carrying out its activities. The most important of these is the Law of the Russian Federation "On Employment in the Russian Federation" No. 1032-1. Observing the hierarchy of subordination, the normative legal acts of the Ministry of Health and Social Development of the Russian Federation, the Decree of the Government of the Russian Federation are distinguished.

The GKU Employment Center of Tuymazy carries out its work in accordance with the basic law of the Russian Federation - the Constitution of the Russian Federation, in connection with its location - the Constitution of the Republic of Bashkortostan, and also refers to the Labor Code of the Russian Federation.

Also, the internal documents of the GKU CPZ of Tuymazy were studied: the Charter, job descriptions, documents on financial support of the center, as well as the long-term target program "Promotion of employment of the population of the Republic of Bashkortostan" for 2013-2018, on the basis of which an action plan for 2013 is being developed.

On the basis of the studied program, the following conclusion was made that the financing of the State Budgetary Institution of the Central Health Care Center in Tuimazy is largely federal. The percentage of federal funding and republican funding is 73:27, respectively.

Budgetary allocations coming to the Center are directed not only to the implementation of planned measures to promote employment of the population, but also to the maintenance of the State Institution of the Central Healthcare Center in Tuymazy.

Thus, I acquired the skills of independent work on the analysis of the organization's financing.

The most interesting and memorable moment of the industrial practice was the work with the Chief Specialist of the State Institution of the Centralized Treatment Plant in Tuymazy. The joint work consisted in forecasting information received from enterprises about released workers, and entering the data obtained into the reporting form. Compilation of statistical reports for the reporting year and quarter.

Thus, she provided real assistance to the Chief Specialist and, in general, to the departments of the GKU CPN in Tuimazy. This experience was very rewarding and left only very positive reviews.

Introduction

The industrial practice took place in the Regional State Budgetary Institution "Employment Center" in Achinsk, located at st. Lenin 24, from "06" July to "19" July 2009. The duration of the practice is 2 weeks, which is 36 hours.

The purpose of the practical training:

1. to study the ways to increase the efficiency of the work of the Employment Center of the city of Achinsk;

2. to get acquainted with the implemented programs for 2009;

Analyze the activities of the institution in the context of the economic crisis in the Krasnoyarsk Territory;

To study the goals and objectives of the work of the territorial employment service with the population of the city;

Analyze the registration process of citizens who applied to the CPC in order to find a job;

Master the practical skills of automating the processing of documents, converting them into electronic form.

The first days of practice were devoted to the study of the main activities of the Center for Employment of the Population, which are employment, vocational guidance, vocational training and social support for unemployed citizens. Also, the Administrative Regulations were studied, in accordance with which the work of departments with the population of the city is conducted and regulated.

Studying the activities of the Employment Center, a fairly complete knowledge was obtained about the work of the institution with unemployed citizens of the city who are experiencing difficulties in finding a job. In the course of practice, skills were acquired in drawing up government contracts, reports, orders, agreements between the Employment Center and city enterprises, as well as between educational institutions. Work was carried out with unemployed citizens, with employers of enterprises of the city and region, with educational institutions.

Due to the current economic crisis in the country, the Krasnoyarsk Territory is participating in the implementation of the Program of Additional Measures to Reduce Tension on the Region's Labor Market in 2009.

In the process of practice, the directions of the Program were studied, and the theoretical knowledge acquired during their studies at the university was practically consolidated.

On April 1991, the Law “On Employment of the Population in the Russian Federation” was adopted. From this date, the Employment Center of the city of Achinsk begins to carry out its work. Nowadays, the institution has become a skilled and technological structure to reduce tension in the city.

The main directions in the work of the Employment Center are employment, vocational guidance, vocational training and social support for unemployed citizens.

Much attention is paid to working with people in particular need of social protection: adolescents, young people, persons with employment restrictions, released from places of execution of punishment, military personnel transferred to the reserve.

When working with military personnel Special attention paid to the provision of psychological and psychocorrectional assistance.

The population of the city of Achinsk in the Employment Center can receive:

Information about vacant jobs at the enterprises of the region;

In the 4th quarter of 2008, the following negative trends emerged on the labor market of the Krasnoyarsk Territory, indicating a worsening economic situation in organizations different types economic activity:

an increase in the number of workers laid off from organizations. The number of organizations planning and carrying out mass layoffs of workers has increased significantly;

active introduction of part-time employment regimes in organizations. As of December 31, 2008, 20 regional organizations announced the transfer of employees to part-time work or the provision of forced leaves due to downtime.

The number of unemployed citizens registered with the state employment service in October-December 2008 increased by 32.4% (by 8.9 thousand people - from 27.2 to 36.1 thousand people) and at the end of 2008 the number of unemployed was 750 people, and as of 01.02.2009 it was already 1005 people. (see Appendix 1)

According to forecasts, in 2009 a further deterioration of the employment situation and the labor market is expected. According to preliminary estimates, the number of people employed in regional organizations may decrease by 33.2 thousand people, including in the forestry complex (by 11.9 thousand people), mechanical engineering (by 6.7 thousand people), construction (7, 1 thousand people), transport (4.5 thousand people), metallurgical complex (2.7 thousand people).

The number of unemployed citizens who applied to the state employment service in 2009 in search of work may increase to 155 thousand people (by 30% compared to 2008), among them the released workers will be at least 23.0 thousand people.

The reduction in the number of employees in the organizations of the region will entail a decrease in the number of vacant jobs, a "narrowing" of employment options, especially in territories with a mono-economic structure of production, in the regions of the far north and in rural areas. The problem is aggravated by the isolation of local labor markets due to the territorial remoteness of settlements.

Implementation of the departmental target program "Promotion of employment of the population of the Krasnoyarsk Territory for 2009-2011", approved by the order of the Government of the Krasnoyarsk Territory No. 113-r dated 29.08.2008, will allow in 2009:

§ to employ, with the assistance of the employment service, 90.0 thousand citizens looking for work, including through temporary employment programs - at least 38 thousand people;

§ send for vocational training in professions in demand on the labor market (at least 10.3 thousand people);

§ to issue about 1.6 thousand unemployed citizens for early retirement.

In general, more than 300,000 residents of the Krasnoyarsk Territory will receive state services in the field of employment assistance.

These measures are not enough to maintain a stable situation on the labor market. According to preliminary forecasts, the number of registered unemployed citizens by the end of 2009 may increase to 67 thousand people, the level of registered unemployment - up to 4.3% of the economically active population.

It is necessary to take additional measures to reduce tension in the regional and local labor markets in the following areas:

§ increasing the competitiveness in the labor market of employees of organizations at risk of dismissal. Advanced training in professions that are in demand in the labor market will contribute to the employment of workers both in their own enterprise (in a new profession or after upgrading their qualifications in an existing profession (specialty)), and in other enterprises at their place of residence or moving to another locality;

§ stimulating the preservation and creation of jobs. The development of entrepreneurial initiatives of the unemployed population will be aimed at expanding employment spheres at the expense of small businesses. The organization of public works and other types of temporary employment for workers at risk of dismissal will contribute to the retention of the staff of organizations. In addition, in conditions of limited employment opportunities in labor surplus territories, it is necessary to create temporary jobs for unemployed citizens;

§ development of territorial labor mobility of the region's population. The redistribution of labor resources from surplus to labor-deficient territories of the region will contribute to the preservation of competitive, qualified human resources of the region until the period of elimination of negative economic trends. In 2009, the staffing requirement of the strategic investment projects of the Krasnoyarsk Territory is 3.5 thousand people, the staffing requirement of investment projects implemented at the level of municipalities is 6.1 thousand people. As part of the implementation of investment projects, there is an urgent need of enterprises for qualified workers, such as machine operators and operators of mining and ore processing plants, machine operators, adjusters, locksmiths, repairmen, bricklayers, installers, construction finishers, molders, welders, roller operators, drivers , the operator of mobile equipment, machinists, bulldozers, excavator operators, locksmiths, repairmen, electricians, as well as specialists in the engineering and technical staff.

The authorized executive body in the Krasnoyarsk Territory responsible for the implementation of the Program activities is the labor and employment agency of the Krasnoyarsk Territory.

Financial support for the activities of the Program aimed at reducing tension in the labor market is carried out within the allocated subsidies from the federal budget, transferred to the account of the regional budget, opened to the authorized body in the management of the federal treasury in the prescribed manner, as well as at the expense of budgetary allocations from the regional budget.

In connection with the current economic situation in the country, during the economic crisis, in the Krasnoyarsk Territory on January 19, 2009, a Program of Additional Measures was adopted to reduce tension on the labor market in the region.

The purpose of the Program is to take measures to reduce the negative socio-economic consequences of possible layoffs of workers and prevent the growth of unemployment in the region.

Objectives of the Program:

Improving the competitiveness in the labor market of workers at risk of dismissal. It is planned to organize advanced training in the event of a threat of mass dismissal (setting part-time work, temporary suspension of work, granting unpaid leave, measures to lay off workers), including women who are on parental leave until they reach 3 years of age.

Encouraging job retention and creation. Measures are envisaged: for the organization of public works in the organizations of the region and at socially significant facilities for workers at risk of dismissal, and unemployed citizens living in surplus labor areas. Priority areas of public works are improvement and gardening of settlements, repair of housing and social facilities, maintenance and repair of roads, social services for the population.

The main activities of the Program:

Advance professional training of employees in the event of a threat of mass layoffs (setting part-time work, temporary suspension of work, granting unpaid leave, measures to lay off workers).

Organization of public works in regional organizations and at socially significant facilities for employees at risk of dismissal, as well as for unemployed citizens living in surplus labor areas.

Assistance in the development of small business and self-employment of unemployed citizens.

Targeted support for citizens looking for work who move to another locality for employment in jobs of a permanent and temporary nature.

The target indicator of the Program is to keep the registered unemployment rate (of the economically active population of the region) at a level not higher than 3.1% by the end of 2009.

Program performance indicators:

§ undergoing professional retraining (advanced training, training in a new profession, internship at a new workplace) - at least 5.0 thousand employees of organizations at risk of dismissal;

§ creation of at least 21.0 thousand temporary jobs within the framework of the organization of public works for the employment of 40.6 thousand workers at risk of dismissal, and 9.5 thousand unemployed citizens;

§ Creation of at least 1,600 new jobs in small business;

§ Providing targeted financial support to at least 2,120 residents of the region who have moved to another area to work on a permanent or temporary basis.

The state policy in the field of employment promotion provides for the creation of special conditions and measures in order to assist in the employment of unemployed citizens and the unemployed population. The set of measures to ensure the employment of citizens, implemented by the employment service, includes measures to implement active employment policy programs aimed at enhancing the individual in the labor market, creating conditions, additional guarantees and opportunities to ensure effective employment of unemployed citizens and citizens looking for work.

Mechanisms for the implementation of program activities

The industrial practice took place in the department of vocational training and vocational guidance of the population. In 2009, the department participates in one of the directions of the Program - advanced training of employees in the event of a threat of mass layoffs.

The meaning of advanced training is as follows: for example, the enterprise no longer needs a profession and the type of work that a certain employee performed. But the employer does not want to fire this employee, knowing that he is a responsible person, easily trained and will be able to benefit the organization in another workplace. In this case, the Employment Center concludes an agreement with the enterprise on the direction of such an employee for training in another profession.

To provide qualified training for the unemployed in new professions, the employment center concludes agreements with many educational institutions of the city.

The implementation of the event "Advanced vocational training of employees in the event of a threat of mass dismissal" is carried out on the basis of agreements concluded between the regional government agency employment services (employment center), an employer, a citizen at risk of dismissal, and an educational institution. The training is carried out on the basis of educational institutions based on the results of a competitive selection, as well as on the training base of organizations, both conducting dismissals and accepting dismissed workers (including internships at workplaces).

Advanced training in professions that are in demand on the labor market will contribute to the employment of workers both in their own enterprise (in a new profession or after upgrading their qualifications in an existing specialty), and in other enterprises at their place of residence or with relocation to another locality.

Program participants can be employed citizens who are at risk of being fired. Forms of training: professional training, retraining, advanced training. The duration of employee training is established by professional educational programs and does not exceed 6 months. Advanced vocational training of employees is carried out in full-time and part-time (evening) forms of training; it can be course (group) or individual. Training can be conducted locally and elsewhere. Training of employees can be carried out at the educational and production base of educational institutions, enterprises, as well as at the workplace (educational) places of the organizations themselves in the order of individual professional training by specialists with the appropriate qualifications (teaching services of individuals). To organize training, an agreement is concluded between the employment center and the employer planning advanced training for their employees.

Training for employees is free - all costs associated with training are paid to the educational institution by the Employment Center.

To participate in advanced vocational training of employees, an employer whose employees are at risk of dismissal must submit the necessary documents to the Employment Center. Based on the results of consideration of the documents, the Population Employment Center decides to conclude an agreement with an organization for advanced vocational training of employees, including at the workplace (educational) places of employers in the manner of individual vocational training from specialists with the appropriate qualifications.

The Population Employment Center has the right to refuse employers to conclude an agreement for advanced vocational training of employees in the following cases:

lack of documents guaranteeing the employment of each of the employees at the end of the training;

Financing of program activities at the expense of the regional budget is carried out on the basis of the procedure approved by the Government of the region.

During the practice, knowledge was gained on the preparation and conclusion of State contracts for the provision of educational services for advanced training of employees. Also, in the process of practical training, practical skills were obtained in drawing up acts of delivery and acceptance of educational services provided (see Appendix 2). Familiarization with the drafting of specifications for contracts (see Appendix 3).

In addition to participating in the Program, the Vocational Training and Vocational Guidance Department is engaged in vocational guidance of citizens, providing psychological support to those who are registered with the Employment Center and are experiencing difficulties in finding a job at the present time. To help the population in vocational guidance, computer tests are carried out to identify a person's professional abilities. After testing, the employees of the department give a recommendation in which sphere of work a person can realize himself.

During the period of being in the department, practical skills were obtained for working with citizens who applied to the Employment Center. Practical skills consisted in helping citizens fill out applications - questionnaires, issue directions for internships. Also, work was carried out with educational institutions of the city to conclude contracts for vocational training and retraining of unemployed citizens.

The second direction of the Program is "Organization of public works". Among the programs of active employment policy, the program of organizing public works occupies one of the leading places. Public works is understood as labor activity that has a socially useful orientation and is organized as additional social support for citizens looking for work.

Citizens registered with the employment service in order to find suitable work, unemployed citizens have the right to participate in public works. The priority right to participate in public works is enjoyed by unemployed citizens who do not receive unemployment benefits, unemployed citizens registered with the employment service for more than six months. Participation of citizens in public works is allowed only with their consent. When sending to public works, the state of health, age, professional and other individual characteristics of citizens are taken into account. A fixed-term employment contract is concluded with persons wishing to participate in public works. A fixed-term employment contract on the participation of a citizen in public works can be terminated by him ahead of schedule when applying for a permanent or temporary job.

The ongoing transformation of the Russian economic system affects all aspects of society. The provision of employment for the population remains one of the most serious problems. In these conditions, an adequate system of measures is needed to increase the level of protection of the population from forced unemployment. The most important among them are regional employment management systems and active employment policy programs.

Public works is an important program of active employment policy. The development and improvement of the organization of public works in a certain way have an impact on socio-economic development.

The implementation of the public works program allows you to ensure:

The need of territories and organizations to perform work of a temporary or seasonal nature;

Maintaining motivation for work in persons who have a break in work;

Acquisition of professional knowledge, abilities, skills;

Raising the awareness of the population about the possibility of employment, the services of the employment service, the prospects for the development of the labor market;

The balance of demand and supply of labor, focused on the needs of the regional labor market. Public works are organized on the basis of agreements concluded between the Employment Center and the employer. The implementation of the event "Organization of public works in the organizations of the region and at socially significant objects" is carried out:

In the form of preserving jobs for employed citizens at risk of dismissal - on the basis of agreements concluded between the regional state institution of the employment service (employment center), an employee and an employer at a permanent place of work;

in the form of creating temporary jobs for employed citizens at risk of dismissal - on the basis of agreements concluded between the regional state institution of the employment service (employment center), an employee and an employer creating temporary jobs, or a local government body;

in the form of creating temporary jobs for unemployed citizens who applied for assistance in finding a job at the employment service (including citizens officially registered as unemployed) living in surplus labor areas.

The priority areas of public works are: improvement and gardening of settlements, repair of housing and social facilities, maintenance and repair of roads, social services for the population, technical work on paperwork, distribution of printed materials, restoration of historical and architectural monuments, complexes, and protected areas.

To participate in the organization of public works, the employer, whose employees are at risk of dismissal, must submit to the employment center a copy of the order, duly certified, on the establishment of part-time work, on the temporary suspension of work, on the provision of unpaid leave, on measures to the release of workers.

The employment center has the right to refuse an employer who creates temporary jobs for public works to conclude an agreement for the organization of public works in the following cases:

the presence of overdue debts to the budgets of all levels and off-budget funds;

lack of funds from the federal and regional budgets for these purposes.

The employer is reimbursed for the costs of organizing public works on the basis of invoices, copies of invoices confirming the cost of inventory and household materials, certificates of work performed, copies of orders for the organization of public works, lists of participants and pay slips.

Funds for the implementation of the Program's activities are allocated on the basis of proposals developed by local self-government bodies of urban districts and municipal districts of the region, including a list of organizations, the number of participants in events, volumes and types of public works. The distribution of funds in urban districts and municipal districts of the region is approved by the Government of the Krasnoyarsk Territory.

During the period of internship in the direction of the Program "Organization of Public Works", the skills of acquiring personal files of citizens participating in the implementation of this direction were acquired, and the transfer of cases to the archive of the Employment Center. They also interacted with the city's enterprises, worked with employers, and concluded contracts.

The third direction of the Program is assistance to the development of small business and self-employment of unemployed citizens. The direction was developed for citizens recognized as unemployed in accordance with the procedure established by law, who are registered with the Employment Center.

The implementation of the event "Assistance in the development of small business and self-employment of unemployed citizens" is carried out on the basis of agreements concluded between the regional state institution of the employment service (employment center) and an unemployed citizen. Subsidies to unemployed citizens from the federal budget are allocated subject to a positive assessment of an independent examination of the business plan.

Subject to a positive conclusion of the examination of the business plan, an agreement is concluded between the Employment Center and the unemployed citizen for the provision of a subsidy for the organization of entrepreneurial activity.

The subsidy is provided in the amount of the annual amount of unemployment benefits due to this unemployed citizen in accordance with the submitted business plan.

The subsidy will be provided primarily for priority economic activities (household services, catering, transport services) and when creating additional jobs.

The program participants can be citizens of the Russian Federation, recognized in the established order as unemployed, who have reached the age of 18, and who wish to organize entrepreneurial activity. Participants are consulted about starting their own business. After that, if the participant has an interesting business idea, he writes a plan based on it, which undergoes an examination.

Within the framework of the program, they can receive information about the possibility of organizing their own business, consult with specialists, undergo testing to identify the ability to conduct entrepreneurial activity, training in the course "Fundamentals of Entrepreneurship", they can be assisted in drawing up a business plan and a subsidy for organizing an entrepreneurial activities.

If the examination recognizes the business plan as effective, economically profitable, the citizen is registered as an individual entrepreneur.

Financial support for unemployed citizens is provided in the form of subsidies and grants for the organization of entrepreneurial activity.

Financing of program activities from the regional budget is carried out in the form of grants on a competitive basis to unemployed citizens for the organization of entrepreneurial activity in the amount of up to 100 thousand rubles. The procedure for holding the competition and the conditions for providing financial support are determined by the Decree of the Government of the Krasnoyarsk Territory.

In this direction, knowledge was gained on the content and preparation of a business plan.

And the last, the direction of the Program is targeted support of citizens looking for work who move to another locality for employment in jobs of a permanent and temporary nature.

There is an all-Russian bank of vacancies. The Employment Center contacts businesses applying for their labor needs. Taking into account the wishes of the employer, a specific employee is selected, who is interviewed with a representative of the employer. After that, the company gives the Employment Center a letter of guarantee that it accepts this employee to work. A contract is concluded with the selected person, on the basis of which his move to a new place of work, daily subsistence allowance and housing rent are paid by advance payment.

The implementation of the event "Targeted support for citizens looking for work who move to another area for employment in jobs of a permanent and temporary nature" is carried out on the basis of agreements concluded between the regional state institution of the employment service (Employment Center), a citizen looking for a job who has applied for assistance in employment the employment service, and the employer.

The recipients of targeted support when moving to another locality for employment in jobs of a permanent and temporary nature can be citizens who permanently reside in the territory of the Krasnoyarsk Territory at the time of contacting the Employment Center for assistance in employment, who have the necessary profession (specialty) and qualifications for employment in vacancies announced to the employment service by employers. As a priority, targeted support is provided to employees who are at risk of dismissal and to citizens recognized as unemployed in accordance with the established procedure.

Funding for this event is carried out at the expense of the subsidy provided to the regional budget from the federal budget. Targeted support is carried out on the basis of:

applications of a citizen claiming targeted support;

an invitation from the employer, indicating the expected date of admission, period of employment, living conditions;

an agreement concluded between an employment center, a citizen registered with the employment service in order to find a suitable job, and an employer.

At the end of the term of work, the recipient of targeted support, within the time frame established by the contract, submits an advance report to the Employment Center (travel documents, invoices for accommodation). The return of funds not used by the recipient of targeted support is carried out in accordance with the procedure established by the contract.

In the last direction of the Program, work was carried out to conclude agreements between the Employment Center and citizens registered with the employment service.


Purpose and history of creation of the Catharsis Software Package

Work on the creation of software products designed to automate the activities of employment centers was started by the "Catharsis" company in 1991. And the first of the software products developed by her at that time - the Automated Information Processing System "Labor Resources" - was created for the Committee on Labor and Employment of the Population of Leningrad and the Leningrad Region. The system was focused on automating the departments of employment, vocational training and analysis of employment centers. In the same year, in the Leningrad Region, the implementation of the automated systems developed by the company "Calculation and payment of benefits" (automation of calculations and payments of unemployment benefits, scholarships, material assistance, etc.) and "Employment Fund" (automation of departments for monitoring receipts to the Employment Fund ).

By the beginning of 1995, already in 28 regional employment services in Russia, automated systems created by the company were in operation. By this time, the Scientific and Production Company "Catharsis" had created a number of systems: the automated system PROFKAT (automation of vocational training and vocational counseling departments of employment centers), the automated system Analysis (formation of regional statistical forms), information systems "Consultant-1" and "Consultant-2", a subsystem of diskette-modem support for information exchange.

The company's software products did not stand still, the systems were constantly modernized in accordance with the emerging state and industry legislative acts, the introduction of new forms and methods of work. Developers have always readily responded to customers' suggestions to make automated systems more functional - rich and convenient to use.

Today, over a thousand subdivisions in more than 40 regional employment services of the population of Russia use software, created by the Scientific and Production Company "Catharsis".

At the beginning of 1995, the company decided to develop a new level of applied solutions for the automation of divisions of the employment service in Russia - the Catharsis Software Package version 7.0. The development of a new product lasted for 3 years, the total cost of its creation was about 50 man - years.

In the fall of 1997, the first version of the new product was put into trial operation. The new application software successfully passed all stages of trial operation, and during 1998 - 2000, the transition of Russian employment services to its industrial operation was carried out.

The Catharsis software package version 7.0 is a multifunctional system designed to automate the main activities of territorial bodies on employment issues of the Ministry of Labor of Russia.

To automate the main activities at the district level, the Catharsis PC has the following functional tasks:

1. initial and repeated admission of citizens;

2. order turnover;

Vocational training and vocational counseling;

· Organization of public works;

· Accounting of quota jobs;

· Organization of youth practice;

· Work with employers;

· Management of contracts;

· Inter-territorial exchange of vacancies;

· Charges and payments;

· Provision of information and reference services;

· data analysis;

· Formation of arbitrary sectoral and regional statistical and graphic forms;

· Formation of state statistical forms;

· Applied replication of data.

To automate the main areas of activity at the regional level, the PC "Catharsis" has such functional tasks as providing access to the primary data of regional employment departments, combining and checking state statistical forms, combining arbitrary sectoral and regional statistical forms, generating arbitrary reporting forms, maintaining contracts and etc.

The main advantages of the Catharsis Software Package are:

· Full reflection of the current state of the subject area of ​​the employment service;

· Ensuring the work of subdivisions of the district, city and regional levels;

Scalability, which allows the Complex to function effectively both in small regional divisions of the employment service and in large urban centers with an extensive network of branches;

· The presence in the Complex of a subsystem of applied data replication, which allows maintaining a single databank in geographically remote divisions of the employment service;

· The openness of the Complex, which allows the exchange of information between the territorial bodies of the employment service with the Ministry, among themselves, with various departments of the social block and other organizations;

· Setting up the Complex for any operating technology used;

· Minor requirements for hardware and general software (software);

· High intelligence;

· The presence of an ergonomic and intuitive user interface, as well as advanced training tools;

· Availability of prompt and high-quality support from developers;

· Unification and standardization of linguistic support for all regions using this software;

· Low costs for maintenance and commissioning of new versions;

· Ensuring a sufficient level of software reliability and fault tolerance.

It should be emphasized that the PC "Catharsis" is not a reflection of the views and approaches to solving the issues of automation of a team of developers or specialists of the employment service (SSS) of any region. The Complex reflects the requirements and views on the automation of the main activities of the SZN in all regions using the software products developed by the company. It is an amalgamation of the best solutions and technologies. The experience of many years of industrial operation of the software allowed in the 7th version of the Complex to create a flexible and customizable technological scheme of interaction between all specialists of the SZN divisions. The experience of various regions was summarized, and within the framework of the new application software, various options were proposed for constructing the technology of work of employment centers in automated data processing.

Ten years ago, the Scientific and Production Company "Catharsis" developed a series of products that quickly conquered the market and became a kind of quality standard for the software being created for the subdivisions of the employment service of the Russian Federation. Today the company offers completely redesigned software, designed taking into account the current state of the subject area of ​​the employment service and modern requirements for corporate automation systems.

6. Registration of citizens who applied to the employment service in order to find a suitable job (initial registration)

The primary admission specialist checks the correctness of the submitted documents, checks the information about the client against the PC "Catharsis" database (Working with citizens - information about the client (general section)) in order to exclude re-registration and track whether he was previously registered with the employment service, whether he had violations of employment legislation.

Registration is carried out by filling out Form 3 - applicants at the Catharsis PC (Working with citizens - receiving clients - initial admission), the employment service specialist acquaints the citizen with the criteria for selecting a suitable job, the conditions for registering as an unemployed person, and the procedure for further interaction with the employment center.

In this case, a personal account card (PCC) of a job seeker is printed (Work with citizens - group operations with the PCU - print of the PCU) (see Appendix 4).

If there is a vacancy that meets all the requirements (vacancy search is carried out in the PC "Catharsis": Working with citizens - typical operations - selection of a vacancy - setting the selection conditions), the specialist of the job center calls the employer, and if the declared vacancy is not filled, then he issues a referral to to the employer (Form: "Referral to work" is printed from the PC "Catharsis": Working with citizens - typical operations - selection of a vacancy - setting selection conditions - referral) and explains that the client must visit the employer within 3 days, in case of employment be sure to inform the Central Center about it.

If the client refuses two options for the proposed suitable job within 10 days, and those who are looking for a job for the first time (previously not working) and at the same time do not have a profession (specialty) from two options for obtaining vocational training or paid work, then such citizens can be registered in as an unemployed person.

To improve the efficiency of the work of the specialists of the Center for Employment of Unemployed Citizens, profiling activities are being carried out. At the stage of registration of citizens who applied to find a suitable job, the main profile group of citizens is identified, taking into account their professional potential and motivation.

To carry out the profiling procedure, the primary admission inspector directs the client to a specialist - a professional consultant of the CPC.

To determine the profiling group, the client is invited to answer the questionnaires in order to determine the level of professional demand - UPV and the level of motivational readiness - UMG. The questionnaires are filled in by the client independently (see Appendix 5, 6).

The results are calculated using templates and marked on the client's score sheet and the client's profile group.

After registration and identification of the profile group, it is determined what kind of work is suitable for a citizen (corresponds to the professional suitability of the employee, taking into account his level of professional training, the conditions of the last place of work, state of health, transport accessibility of the workplace) and options for employment are selected.

At the end of the admission, a “Job Seeker's Memo” is issued, which indicates the appointed date and time of the next visit to the employment service, as well as the name of the specialist who will work with the client in the future (see Appendix 7).

The case of a citizen looking for a job is transferred to an employment specialist (reappointment).

Conclusion

Generally Internship was quite productive. After completing the internship at the Employment Center of the city of Achinsk, the following conclusions were made: the goals set at the beginning of the internship were achieved, ways to improve the efficiency of the employment service were studied, the main Programs and directions in which the Employment Center was operating were studied. Considered measures to reduce tension in the labor market in the context of the economic crisis in 2009.

Directly, in the process of practice, work was carried out with documents such as: personal files of unemployed citizens, agreements, contracts, orders, acquired skills of completing incoming and outgoing documentation of the Employment Center.

Also, work was carried out with unemployed citizens registered with the employment service, which was to help people fill out applications - questionnaires for the provision of public services.

During the practice, the normative documents, the Administrative Regulations, in accordance with which the Employment Center is operating, were studied. Employees of the employment service are strictly obliged to carry out work in accordance with the Administrative Regulations.

The improvement of the building of the Employment Center meets all basic standards, all conditions have been created for working with the population of the city. The offices are conveniently equipped for both employees and clients of the employment service.

The activity of the Population Employment Center is based on the Catharsis Software Package version 7.0. In practice, the skills of working with this software were obtained.

The practice helped to apply practical and theoretical knowledge gained during my studies at the Agrarian University. During the internship, sufficient practical experience was gained in working with the population of the city, with the documentation of the institution, which made it possible to form a complete and complete picture of the activities of the Employment Center, the procedure for providing public services to citizens who have difficulties in finding a job.
