The verdict was passed to the former vice-premier of the Altai Territory. Tough sentence for the lieutenant governor. Details of the last day of the trial of Yuri and Tatyana Denisov

Today, July 18, in the railway court of Barnaul, the announcement of the verdict to the former vice-governor of the Altai Territory Yuri Denisov and his wife Tatyana began.

On March 4, 2016, FSB officers for the Altai Territory detained Tatyana Denisova while receiving a bribe of 200 thousand rubles. Yuri Denisov was summoned to the place of detention.

After this incident, Denisov resigned, and Governor Alexander Karlin signed an order on his dismissal at his own request on March 9.

After that, a criminal case was initiated against Yuri and Tatyana Denisova. Denisov was suspected of attempted bribe-taking on a large scale, and his wife was suspected of mediation in bribery. The spouses were detained, then arrested and placed in a pre-trial detention center. In December 2016, Tatiana Denisova's preventive measure was changed to house arrest.

Today Yuri Denisov is accused of four episodes of receiving bribes, including on a large, especially large scale and with extortion. His wife Tatiana was charged with two episodes of mediation in bribery, including on a large scale. The amount of bribes in each case ranged from 50 thousand rubles to 2.25 million rubles.

What do we know about Yuri Denisov?

Yuri Nikolaevich Denisov was born on October 5, 1947 in the village of Ust-Kamenka, Moshkovsky District, Novosibirsk Region.

In 1973 he graduated from the Moscow Institute of Fine chemical technology them. M.V. Lomonosov.

From 1973 to 2004 he worked at the Biysk Technological Institute - a branch of the Altai State technical university: Senior Lecturer, Associate Professor of the Department of Chemical Technology, Dean of the Faculty of Mechanics, Head of the Department of Processes and Apparatus of Chemical Technology, Vice-Rector for Academic Affairs.

On July 6, 2004, the head of the regional administration, Mikhail Evdokimov, appointed Denisov as chairman of the regional education committee. On July 2, 2005, Denisov became vice-governor. His responsibilities included ensuring the coordination of activities in the field of education, science, youth policy and archival affairs.

After the death of Evdokimov, the new head of the regional administration, Alexander Karlin, dismissed all his predecessor's deputies on August 26, 2005. However, Denisov retained the position of chairman of the education committee.

In March 2010, Denisov was again appointed Deputy Governor.

Denisov has always been characterized extremely positively. “During its work, a comprehensive modernization of the education system has been carried out. In terms of ensuring the quality of education in rural small schools, work in the region was recognized as the best in Russia and recommended by the Ministry of Education and Science for dissemination. In addition, the Altai Territory has become a federal internship platform for the quality of school infrastructure, and our universities were included in the list of the 100 best higher educational institutions countries. Special attention in recent times was also given to personnel training, ”reports Katun 24.

During Denisov's work as an official, only one public scandal was associated with him. In 2012, physical education teachers expressed bewilderment about an auction held by the regional administration for education and youth policy for the supply of ski equipment to schools in the Altai Territory. Skating skis 190 cm long and shoes size 46 were purchased for the children, Rossiyskaya Gazeta wrote. The price of one set was 32,780 rubles, although ski sets suitable for children could be bought at that time for 17,200 rubles.

“As for the other side of the coin, the official lived in grand style,” wrote Rossiyskaya Gazeta. - The Denisov family bought up land plots, de facto controlled a number of tourist centers. The official did not hesitate to flaunt in imported suits against the background of modestly dressed teachers, the cost of which was equal to the average annual salary of a teacher. In the Biysk suburban cottage at the Denisovs' during working hours, employees of local technical schools regularly "worked": they weeded the beds, whitewashed trees, and cleaned up garbage. Refusal of "corvee" led to the fact that the person lost his job.

As follows from the materials of the case, already a few weeks before the birthday of Yuri Denisov, the leadership of her team was informed about the time of the audience and what the gift should be. Someone for the Denisovs built a garage in the indicated place at their own expense, someone regularly transported gastronomic delicacies like expensive sausages. When solemn events were held on the basis of the main department of education and youth policy, which ended with a feast, the purchase of food and alcohol was always agreed with Tatyana Denisova (in the family tandem, she often played a leading role). They always bought more than was supposed to, and the surplus fell on the Denisovs table. After the Denisovs were caught on a bribe, a hasty evacuation of expensive things, dishes and jewelry began from their house. "

In the Altai Territory, a court sentenced former vice-governor Yuri Denisov to eight years and one month in a strict regime colony, who was accused of taking bribes in the amount of 2.5 million rubles. His wife Tatyana Denisova, who, according to the investigators, acted as an intermediary in the transfer of money, received a suspended sentence. The defense side stated that it will seek the cancellation of the verdict in a higher court.

In the Altai Territory, the trial in the case of the former vice-governor Yuri Denisov and his wife Tatyana Denisova ended today. Their son was preparing for the long separation of the accused, who came to say goodbye to his parents: in the court hearings, the state prosecution demanded long prison terms for the spouses, who are already in old age: Yuri Denisov - ten years, Tatyana Denisova - five and a half years. From the first words of the judge, it became clear that the verdict in the case would be guilty.

A major corruption scandal in the highest echelons of regional power erupted in mid-March 2016. The ICR officers detained the former deputy head of the Altai Territory, Yuri Denisov, who worked in the teams of two governors - Mikhail Evdokimov and Alexander Karlin. An ex-official who resigned a couple of days before his arrest was charged with accepting bribes from the leaders of his subordinate educational institutions... "Fees" were paid for solving issues with budget financing and personnel policy. The wife of the former vice-governor, Tatyana Denisova, who, according to the investigation, acted as an intermediary in the transfer of bribes, was also detained.

As indicated in the materials of the investigation, the head of the College of Industrial Technology and Business, in order to sit in the director's chair, for five years for each new year presented the vice-governor with food orders. They consisted of meat and fish delicacies, fruits, a head of elite cheese, a box of chocolates, a bottle of strong alcohol for Mr. Denisov and elite champagne for Mrs. Denisova. The price of each such set varied from 7.5 thousand to 12 thousand rubles. Investigators calculated that the total amount of bribes given to Mr. Denisov by the heads of educational institutions amounted to 2.5 million rubles.

As Kommersant was told in the department of the ICR in the Altai Territory, at the request of the investigators, the court seized the property of the Denisovs with a total value of about 12 million rubles: a Hyundai Santa Fe crossover, a house in a pine forest, a three-room apartment in Barnaul, a couple of land plots in Biysk region of the region, as well as a small amount of cash.

From the moment of their arrest, Yuri and Tatyana Denisovs stated the absurdity of the charges, believing that a provocation had been committed against them. Allegedly, a package of 200 thousand rubles, which the vice-governor's wife was given by the vice-rector of one of the institutes, Ms Denisova took for a chocolate bar by March 8. Their meeting, which took place under the control of FSB operatives, took place just before International Women's Day. The investigation claims that this money was the next tranche from a bribe in the amount of 2.2 million rubles, due to Vice-Governor Denisov.

In early 2017, the Railway District Court of Barnaul began to consider a high-profile case. In his last speech, the former vice-governor spoke about the achievements that have been achieved in the field of education he supervises. Also, the ex-official apologized to his family, whom, according to him, he devoted too little time. “Your Honor, please consider this case comprehensively. And although I know that you will objectively examine it, the price of your decision is very high, ”he admonished the judge.

It took Nadezhda Pervukhina, chairing the trial, more than two weeks to write the verdict. She sentenced the former regional official to eight years and one month in a strict regime colony, his wife - five years and one month probation. The Denisov couple must pay a total fine of 6.2 million rubles. The lawyers of the Denisov family were on vacation and did not appear at the announcement of the judgment, sending their assistants. The lawyer of Ms. Denisova, Sergei Shmakov, learned about the decision from Kommersant, saying that he would appeal the verdict.

Konstantin Voronov, Novosibirsk

On July 18, the court of the Zheleznodorozhny district of Barnaul passed a sentence to the former deputy governor, head of the Main Department of Education and Youth Policy of the region, Yuri Denisov, and his wife.

As is known, “Sam” was accused of receiving bribes, on a large and especially large scale, including extortion; its other half is mediation. No matter how angry the people were about the "disgrace" that opened in connection with the initiation of a criminal case against a high-ranking official in March 2016, hardly anyone expected such a severe punishment. More than 8 years in prison, and even in a strict regime colony! Tatyana Denisova was more fortunate - she was sentenced to five years, and then conditionally.

Denisov's lawyer Andrei Likhtorovich has already announced his intention to appeal against the client's sentence, but it is difficult to imagine that after that the fate of Yuri Nikolaevich will change dramatically. His 70th birthday - and his birthday is October 5, Teacher's Day - he will obviously "meet" not at will.

Consider proven

The court found all the "positions" of the investigation proved. That is, from November 2009 to last March, Denisov received (personally or through an intermediary) bribes "in the form of money and other property" from the heads of three subordinate educational institutions - for actions or inaction in relation to them. The investigation established 4 episodes of criminal activity of the then official, the amount of bribes ranged from 50 thousand to 2 million 250 thousand (in total - more than 2.5 million rubles). The lion's share of the "bribe" fell on the now former vice-rector of the Altai regional institute for advanced training of education workers Natalia Kalashnikova. This "forge of personnel" received serious state funds for the implementation of measures of federal target programs for the development of education, on which the monetary relations of the parties were "tied". And the "certain personnel decisions" of the chief of the Main Directorate for the heads of the pedagogical institutions were cheaper. According to the investigation, the director of the regional pedagogical lyceum Bylkov paid 100 thousand rubles to the garage cooperative for Denisov's son, and Sergey Karabitsa, the director of the college of industrial technologies and business, supplied the spouses with grocery baskets with a total value of 50 thousand.

Not a bribe - a chocolate bar

The Denisovs denied all charges. The manager, who got into the highest echelon of the regional authorities during the time of the governorship of Mikhail Evdokimov, called them “sheer lies”, “myths”, “some kind of horror films” and even “nonsense”. The journalists heard the direct speech of the accused against the will of the defendants in the case. They wanted a closed trial, but failed, and then Tatyana Denisova complained to the court that she was upset by publications on the topic, and the lawyers considered that the media representatives had harmed the judicial investigation.

But then few people would have known that at the time of the arrest red-handed the official's wife did not even suspect that Kalashnikova was giving her 200 thousand: she thought it was a chocolate bar by March 8! And that the vice-governor had such a need for money that he borrowed it from a subordinate (the same 100 thousand from Bylkov, - ed.). And that the couple ate "right", and therefore they did not need those same grocery baskets ...

And it also turned out that the head of the educational Main Directorate could not single-handedly dismiss the directors of subordinate institutions (with whom, I wonder, did he need to coordinate such personnel decisions ?! - Ed.). And what about Denisov's remark that AKIPKRO is far from being a "beacon of decency"!

Alas, there are obvious problems with decency in some parts of the education system. This is perhaps - from a social point of view - the saddest thing in this whole unattractive story. And the judge “measured out” Denisov even harshly, but still less than the prosecutor's office requested - 10 years of strict regime and a fine of 12.7 million rubles (in fact, he needs to be paid 4.5 million). His “beloved wife” was generally lucky: instead of 5.5 years in a general regime colony, she received five years and one month probation, as well as a fine of 1.7 million rubles.

From the terms of both convicts, you need to subtract the 16 months that he spent with the pre-trial detention center, and she was under house arrest. With the collection of fines, apparently, there will be no problems. Even at the stage of the investigation, the Denisovs' property for 12 million rubles was arrested in interim measures.

In the Altai Territory, a high-ranking official was caught on food packages. [“KP”, 03/15/2016, “A video of the detention of the wife of the former Altai vice governor has been published”: Komsomolskaya Pravda obtained an operational video, which captured the moment when a bribe was given to the wife of the former vice governor of the Altai Territory, Yuri Denisov. Tatyana Denisova acted as an intermediary in the criminal fraud. On March 4, she came to the meeting to receive money from the head of the institution. The process was captured on several cameras. The women met on the street near the garages. Having barely greeted, the head of the institution handed Denisova an envelope with money. Then, the following dialogue took place between the ladies:
Denisova: "Beautiful as always!"
Head of the institution: "Yes. Tatyana Mikhailovna, this is for your 15th year "
Denisova: "Happy Holidays!"
Head of the institution: "Well, what are you ... Not convenient"
Denisova: “Okay to you. What's so inconvenient? And stay the same young and beautiful "(hands over a package with a present)
Head of the institution: "Thank you very much! Many thanks to Yuri Nikolaevich for the assistance that he has always provided to us ... "
Denisova: "And what happened?"
Head of the institution: "Well, in 2016 there are fewer here ... There are only 200 here ... In the 16th year we will try ..."
Denisova: “I don’t even ask any of these questions and I don’t do anything. That's all. I wish you health and well-being! "
Head of the institution: "Health and well-being to you!"
Another video camera recorded the dialogue of women from the side. With the money received, Tatyana Denisova went to her car. Further, officers of the FSB of Russia in the Altai Territory approached her. During a search, they found the very 200 thousand rubles in her bag.

Former Deputy Governor of Altai Territory Yuri Denisov sentenced to eight years and one month in a maximum security colony. His wife Tatiana Denisova received five years and one month probation. Such a decision on a high-profile criminal case on Tuesday, July 18, was made in the Railway Court of the city of Barnaul.

From the very morning, representatives of the media, as well as close relatives, came to the announcement of the verdict to the former prominent official who for many years oversaw the entire field of education in the Altai Territory. In particular, Tatiana Denisovacame to court with two bags of things that she would need in case real time... Accompanying the woman who last year held under house arrest, relatives, including her son.

The former deputy governor during the reading of the verdict was quite confident, occasionally smiling and winking at his wife, who, on the contrary, could hardly hold back her tears. After three hours of the court hearing, Yuri Denisov, apparently, was noticeably tired, crossed his arms, looked down and only occasionally, listening to the judge, waved his head negatively. In one of the episodes "Lie to Me," Dr. Lightman explained this gesture as if a person was trying to calm down, come to terms with the inevitability of punishment, and also regretted what had happened. However, this did not affect the outcome of the trial.

Yuri Denisov was found guilty of accepting bribes, including on a large, especially large scale, with extortion. We are talking about the illegal receipt of about 2.5 million rubles. The wife of an ex-official Tatiana Denisova incriminated mediation in obtaining this same money. During the year of investigation, the amount in this case increased from 200 thousand rubles to 2.5 million rubles. Moreover, the witnesses claimed that most of these funds were received on the personal initiative of the wife of the Deputy Governor of the Altai Territory.

Back in March 2016, the public in the region was shocked by the news of the resignation of the head of the Main Directorate of Education of the Altai Territory. No sooner had the discussions about who could change him in an abandoned chair, have died down, as on March 14 the regional department of the Investigative Committee, together with the FSB department, announced that Yuri Denisov was suspected of taking bribes, and his wife was suspected of mediation. It turned out that on March 4 Tatyana Denisova came to a meeting with the vice-rector of AKIPKRO Natalia Kalashnikovawho handed over the money in a plastic bag. For proof, they presented a video in which the director indicates the amount. After receiving a bribe, officers from the FSB department in the Altai Territory approach Tatyana Denisova's car. During the search, they found in her bag just transferred 200 thousand rubles. Also in the video you can see that Yuri Denisov himself is sitting in the back seat of the car at this moment.

After the institution of the criminal case, the investigators still managed to collect several facts of receiving bribes, which were combined into one criminal case. So, according to the materials, the same Natalya Kalashnikova, who at the beginning of 2016 applied to law enforcement agencies with information that she was going to bribe Denisov, back in 2009 transferred 182 thousand rubles to an official for including her institution in the federal target program for the development of education and timely transfer of funds.

Natalia Kalashnikova featured in another episode. In 2011 - 2015, she sent money to her boss in the total amount of 2 million rubles so that he included the AKIPKRO institution in the federal targeted program for the development of education. During the trial, Kalashnikova stated that she could not refuse Yuri Denisov, whom she characterized as a very strict person with a dictatorial style of management.

The court also recognized that the former deputy governor of the Altai Territory took 100 thousand rubles free of charge from the head of the pedagogical lyceum Vladimir Bylkov as a contribution to a garage building cooperative. And his son came for money Anton Denisov... Vladimir Bylkov also called his boss a very tough person, a dictator at work, who threatened to fire him for refusing to give a bribe.

In addition, it turned out that Denisov demanded from the director of the Altai College of Industrial Technologies and Business Sergei Karabitsa material reward for maintaining your position. However, the official did not take the "help" with money. Karabitsa was supposed to be brought to the Denisovs' house in the village every year Peaceful a grocery basket near Biysk. At first, it was about 8 thousand rubles. These funds were used to buy three types of cheese, several kilograms of meat, cognac, vodka, fruits, sweets. However, due to inflation, food prices in the country rose in price, and within a few years such "assistance" cost 12 thousand rubles. As a result, the investigation proved that from 2012 to 2016 Sergei Karabitsa took 50 thousand rubles worth of food to the Denisovs' house. For this, in 2015, he was appointed to the post of college director.

The reading of the verdict to the Denisov spouses lasted about 6 hours with two breaks. The prosecutor's office demanded 10 years in a strict regime colony and 11 million in fines for the former official. The court sentenced him to 8 years and 1 month in prison, a fine of 4.5 million rubles. The apartment, the family's car will also be arrested.

After the ex-official found out that his wife was given a suspended sentence, he did not hide his joy and carefully looked his wife in the eyes. At the moment when the journalists and relatives were asked to vacate the courtroom, Yuri Denisov quietly managed to say to his leaving wife: "Tanya, good luck to you."

69 year old Yuri Denisov, who made a brilliant career in the education system of the Altai Territory, will spend the coming years in a strict regime colony.
