In Yekaterinburg, the preliminary results of the primaries of "United Russia" on the selection of candidates for elections to the City Duma have been announced. In the overwhelming majority of districts, representatives of the "Tungusov list" won. The opposition opposing him managed to capture only four districts. The organizing committee of the primaries has yet to consider dozens of complaints received that day, but some candidates are already preparing to challenge the results and demand their cancellation. Experts believe that the results of the primaries are quite expected, and the losers are left to go to the polls from other parties.

Victory of the "Tungusov list"
Despite the fact that the head of the Sverdlovsk branch Viktor Sheptiy announced today only preliminary data on the winners of the primaries, the final protocols are unlikely to differ from the results already announced. In most districts, the first places were taken by candidates from the so-called "Tungusov list" - a pool supported by the first vice-governor Sverdlovsk region Vladimir Tungusov. We are talking about the current deputies of the Duma of Yekaterinburg Sergey Melekhin (district No. 2), Oleg Kagilev (district No. 3), Alexander Myakonkikh (district No. 4), Viktor Testov (district No. 5), Vladimir Kritskoy (district No. 7), Elena Deryagina ( District No. 9), Nikolay Smirnyagine (District No. 10), Alexandra Naydanove (District No. 13). The opposition candidates to Tungusov managed to win in four constituencies. In group No. 14, the deputy of the Legislative Assembly Igor Volodin won, in districts No. 17 and No. 18 - the head of the Chkalovsk branch of United Russia Elena Bondarenko and the deputy of the City Duma Anatoly Sharapov. These party members were more active than others in the demarche against the "Tungusov list", Sharapov, in particular, headed the initiative group, which collected 6 thousand signatures and traveled to Moscow, to the party's CEC. It is worth noting that Igor Volodin is likely to give up his place on the United Russia list, since he is already a member of the Legislative Assembly. Lawyer Aleksey Vikharev (brother of LDPR deputy Grigory Vikharev and son of ex-senator Andrei Vikharev) won in constituency No. 15. In fact, this is the only winning representative of a large utility business, who went to the primaries on the "opposition" Tungusov list of candidates.

The second places in each group are no less important - these participants in the primaries will head the territorial lists by constituency in the elections and have a fairly good chance of getting into the Duma if United Russia gains a large percentage in the September 9 elections. In almost all districts, the second places were taken by people close to the Yekaterinburg administration, and only in four were representatives of the "opposition".

The Yekaterinburg administration, according to Znak.com, is satisfied with the results of the primaries. A source close to the mayor's office says that if on June 3 there was not a preliminary vote, but already real elections, the thought would have turned out to be about the same as it is now.

Some pleasant surprise in the party and in the city hall, according to Znak.com, was caused by the results of the chief doctors. For example, in district No. 8, the victory was won by the head physician of the Yekaterinburg perinatal center Sergei Martirosyan, although the administration relied on Mikhail Smolyakov, the general director of the Good Taste plant. By the way, Smolyakov lost the campaign to the Yekaterinburg Duma for the second time - last spring he could not win the by-election of LDPR candidate Grigory Vikharev and this time took only third place in the list.

Political scientist Anatoly Gagarin believes that doctors massively took places in the list of winners of the primaries, since their resource has not yet been used as much as the resource of teachers or cultural workers. “Although we remember doctors who actively sat in the City Duma and the Legislative Assembly, they were episodic figures, and now they are marching in columns. They are a resource that is politically close to the population, and people vote for them with pleasure, ”the expert says.

"Exitpol is already interested in Moscow"
During voting day, Yekaterinburg Duma deputy Konstantin Kiselev conducted an "independent" exit poll. As he told Znak.com, the data he obtained in many districts does not match the results of the counting of votes by the counting commissions. In particular, in district No. 2, according to his data, the chief narcologist of the region Oleg Zabrodin (opposition to Tungusov) won, although according to the results of the official count of ballots he took only third place. In constituency No. 5, according to the exit poll, Timofey Zhukov, Vice President of the City Without Drugs Foundation, should have taken the second place by a small margin (according to the EP, he is in third place), and TV presenter Innokenty Sheremet should have become third, and not second.

In constituency No. 7, according to the exit poll, the opposition candidate to Tungusov - lawyer Alexei Meshcheryakov also won. But he only took second place. In constituency No. 16, according to Kiselev, deputy Dmitry Sergin should have won, but he also took second place.

“I have a feeling that the primaries are the dirtiest and that they went to the detriment of United Russia. There was complete discrediting. In my opinion, the results should be canceled, I do not believe that the vote count was perfect. For example, I see that I have more than two times the gap with Sharapov, but in the protocol there is a gap of only 200 votes - this does not happen. There are very big doubts that they believed correctly.

Moscow is interested in this exit poll, that's for sure, ”Kiselev told Znak.com.
According to him, it will be possible to accurately verify the exit poll data and the results of the vote count only after United Russia publishes all the figures. For now, the deputy is ready to provide poll data to candidates who are interested in them in order to challenge the results of the vote.

As it became known to Znak.com, candidates from the Leninsky district (group No. 9) Vitaly Chachin and Igor Usov intend to challenge the results of the primaries. If Usov took third place in the voting, then Chachin did not enter the top four. Before the vote and on the day it was held, candidates submitted about 30 complaints to the organizing committee of the primaries, but they have not yet been considered. In addition, the result will be appealed by candidate Valery Bogdanov, who took third place in constituency No. 17 in the Chkalovsky district.

Timofey Zhukov also disagreed with the results of the primaries. “The poll of people leaving the polling stations showed that during the voting we won. The official result showed something else. But, unfortunately, the primaries were organized at a low level, there were serious violations, as evidenced by numerous complaints from residents and the participants themselves, "the participant wrote on his Facebook page, and also said that he was going to participate in the elections to the Yekaterinburg Duma on his own , without party support.

Suddenly lost the primaries deputy of the Duma of Yekaterinburg, head of the executive committee of the Sverdlovsk branch of "United Russia" Alexander Kosintsev. For the last month, he was an active participant in the demarche against the "Tungusov list" and, apparently, paid for it.

In a comment to Znak.com, Kosintsev said that he would soon stop heading the department's executive committee. He considers Vikharev's victory in his district to be well deserved and is not going to appeal. “The number of complaints about these primaries was unprecedented, people referred to the existence of specific facts. At my site, I did not see this, everything was relatively calm with me. And I didn't really work in the district, but Vikharev worked there - and it seems to me that this is a well-deserved victory, so I have no grounds to dispute the result, ”the deputy said.

"Everyone has achieved their goals"

Anatoly Gagarin, head of the Ural branch of the Civil Society Development Fund, calls the results of the primaries, in which the absolute majority of districts were won by representatives of the "Tungusov list", predictable. Moreover, the political scientist believes that the candidates from the "opposition" list were also focused on such a result and achieved their goals.

“In the struggle against a certain system, which can always be mobilized, it was also necessary to build a system that I did not see. Those who organized the protest against the "Tungusov list" understood what the results would be. Their task was to keep themselves on this list. This local goal was realized. Four places - the places that the "Protestants" got, that's what they were after. There is no need to say that someone won, someone lost. Everyone has achieved their goals, ”the expert said.

The candidates who lost the primaries, in his opinion, can try to take part in the elections from other parties - the most likely is to get into the lists of "Fair Russia", since in this case the candidates will not need to collect signatures.

In general, Gagarin does not consider the past primaries more scandalous than the previous ones. “The concept of 'dirt' in politics is a slick attitude. We understand that politics is an area where interests clash. People use different means. This concept cannot be applied to primaries at all, because for them there are no laws, no restrictions. Therefore, they use deliveries, bribes, prizes. If there is a law on primaries, it will be possible to talk about violations, but I very much doubt that there will be one, ”the political scientist says.
