Types of stamps

Branding is carried out with special veterinary stamps and stamps, indicating the suitability of eating meat.

There are several varieties of them:

  • Oval stamp.
  • Rectangular stamp "Veterinary service. Preliminary examination".
  • Rectangular stamp "Veterinary service" with specifying inscriptions - designation of the type of disinfection.
  • Additional rectangular stamps with the designation of the type of agricultural and wild animals.
  • Brands and markings for poultry meat.

Oval type

Let's begin to consider in detail the types of stamps for branding meat.

Veterinary oval stamps have three pairs of Arabic numerals in the center. They mean the following:

  • The 1st pair of digits is the ordinal number of the constituent entity of the Russian Federation - region, republic, territory, autonomous entity, cities of Moscow and St. Petersburg.
  • 2nd pair of digits - serial number of a certain city or region.
  • The 3rd pair of digits is the serial number of a particular organization, enterprise or other kind of institution where veterinary control takes place.

At the top of such a hallmark, the mark "Russian Federation" is required. In the lower half there is another inscription - "Gosvetnadzor".

An imprint with such an oval stamp confirms that an examination of meat and offal was carried out, moreover, in full. This product can be sold for various food purposes without any restrictions.

If this is meat subject to further neutralization, then only a veterinary stamp is placed on it, indicating the procedure for using this product in accordance with current sanitary and hygienic or veterinary and sanitary standards.

Rectangular type "Preview"

For marking, branding of meat, rectangular stamps are also used. In their upper part there is the signature "Veterinary Service", in the center - the mark "Preliminary inspection".

What confirms the presence of the "Preliminary inspection" stamp? This meat was obtained from agricultural animals that underwent both pre-slaughter and post-mortem veterinary inspection. Animals were killed in farms that are free from quarantine diseases.

However, the mark "Preliminary inspection" does not give the right to sell the product without carrying out the proper veterinary and sanitary examination in full.

Rectangular type with decontamination view

In the rules for branding meat and meat products, it is said that such brands are marked "Veterinary Service" at the top, and below - the name of the type of disinfection that should be applied to the product:

  • For canned food.
  • For cooking.
  • For meat loaves.
  • For boiled sausage.
  • For melting (in relation to bacon or fat).

The following marks can also be put, if necessary:

  • Tuberculosis.
  • Foot and mouth disease.
  • Measles.
  • Junk.

Optional rectangular type

Such stamps indicate the type of meat that has passed the test. In their center there is a corresponding inscription:

Features of the procedure

The Instruction for Branding Meat also focuses on some important features of the procedure:

  • If meat and offal are obtained in such conditions where it is not possible to complete the necessary veterinary and sanitary examinations, then they are labeled "Preliminary examination". Further, the products should be sent to one of the veterinary state institutions or state-owned enterprises for examination in the appropriate volume.
  • If meat and by-products are to be released only after neutralization, sent for processing to sausage and similar meat products, then only a veterinary stamp is put that determines the method, or a diagnosis has been identified. As for the veterinary mark, it is not affixed in this case.
  • On the meat of boars, in addition to the stigma, a special stamp "Boar PP" is put. In this case, the abbreviation PP means "industrial processing".
  • Several labels containing imprints of veterinary stamps are attached to packages with poultry carcasses subject to further disposal. According to the rules of sanitary examination of meat and products from it, they indicate the method of neutralization - cooking, canning, etc.
  • On the carcasses of all types of wild and farm animals, according to the results of the sanitary and veterinary examination, named unfit for human consumption, it is necessary to put at least 3-4 veterinary stamps with the words "Junk".
  • If the meat has changed its sanitary, veterinary characteristics as a result of violation of the conditions of its transportation or storage, then it is sent for a second sanitary examination. Next, the branding of all stamps and stamps applied to it is carried out. Previous impressions are preliminarily deleted.

on veterinary marking of meat

1. General Provisions

1.1. Meat and meat products (offal) of all types of agricultural and wild animals, including poultry, are subject to mandatory branding with veterinary brands and stamps in accordance with the requirements of this Instruction.

1.2. Branding of meat and meat products with an oval hallmark is carried out by veterinarians and veterinary paramedics located in the states of organizations and institutions of the state veterinary network, who have passed the commission on a mandatory basis, with the participation of a representative of the state veterinary inspection of the republic within Russia, the region, the region, certification on practical and theoretical issues of veterinary and sanitary examinations that have received official permission from the state veterinary inspector of the district (city). Veterinarians and veterinary paramedics of other organizations and institutions during the veterinary and sanitary examination of meat and meat products obtained during slaughter and at slaughter points and sent for processing to meat processing plants (workshops, factories) or sales in markets under the control of the state veterinary service, are branded with the stamp "Preliminary inspection".

1.3. Veterinary stamps and stamps are made in accordance with the established procedure with the written permission of the state veterinary inspector of the district (city) from bronze or other stainless metal of established shapes and sizes with a deeply cut rim, numbers and letters in order to obtain a clear impression on the surface of the meat. Veterinary stamps can be made of rubber.

1.4. The lists of veterinarians and veterinary paramedics who have been granted the right to mark meat and have been issued permission to make veterinary brands and stamps are approved by the chief state veterinary inspectors of the republics within the Russian Federation, autonomous formations, territories, regions, cities of Moscow and St. Petersburg.

1.5. The branding of meat is carried out only after a veterinary and sanitary examination.

1.6. The stamps are kept by the veterinarian (veterinary assistant), who has received the right to stamp meat, in conditions that completely exclude their unauthorized use.

1.7. For branding meat, paints permitted by the State Committee for Sanitary and Epidemiological Supervision are used.

2. Veterinary stamps and veterinary stamps

2.1. For the branding of meat, veterinary brands and stamps on the suitability of meat for food have been established in accordance with their description in Appendix 1 of this Instruction.

2.2. The oval-shaped veterinary stamp has three pairs of numbers in the center, the first of which denotes the serial number of the republic as part of the Russian Federation, autonomous entity, territory, region, cities of Moscow, St. Petersburg; the second is the ordinal number of the district (city) and the third is the ordinal number of the institution, organization, enterprise. In the upper part of the stamp there is an inscription "Russian Federation", and in the lower part - "Gosvetnadzor". The oval veterinary mark confirms that the veterinary and sanitary examination of meat and meat products has been carried out in full and the product is produced for food purposes without restrictions.
Only a veterinary stamp is put on the meat to be neutralized, indicating the procedure for using the meat in accordance with the current veterinary - sanitary or sanitary - hygienic norms and rules.

2.3. The rectangular veterinary stamp has the inscription "Veterinary Service" at the top, "Preliminary examination" in the center, and at the bottom three pairs of numbers: the first denotes the serial number of the republic within the Russian Federation, autonomous entity, territory, region, cities of Moscow, St. Petersburg; the second is the ordinal number of the district (city) and the third is the ordinal number of the institution, organization, enterprise. The rectangular stamp "Preliminary examination" confirms that the meat was obtained from slaughter animals that underwent ante-mortem and post-mortem inspection (horses were examined for glanders during their lifetime) and killed in farms that are free from quarantine diseases, but this stigma does not give the right to sell meat without a veterinary sanitary examination in full.

2.4. Veterinary stamps of a rectangular shape have the inscription "Veterinary Service" at the top, in the center the designation of the type of disinfection: "Procooking", "For boiled sausage", "For meat bread", "For canned food", "For melting" (fat, fat), "Foot and mouth disease "," Finnosis "," Tuberculosis "," Junk "; at the bottom there are three pairs of numbers: the first denotes the serial number of the republic as part of the Russian Federation, autonomous entity, territory, region, cities of Moscow, St. Petersburg; the second is the ordinal number of the district (city) and the third is the ordinal number of the institution, organization, enterprise.

2.5. Additional rectangular stamps have in the center the designation of meat of animal species: "Horse meat", "Camel meat", "Venison", "Bear", etc.

2.6. For branding by-products, rabbit and poultry meat, an oval-shaped veterinary stamp is used, as indicated in paragraph 2.2 of this Instruction, but of a smaller size.

At meat and poultry factories, poultry factories, you can use an electric brand without a rim with the designation of numbers 1 or 2 (depending on the category), which is placed on the outside of the poultry drumstick.

When packing carcasses in plastic film bags, the marking of the type and category of poultry meat is applied directly to the bags using a typographic method.

2.7 In veterinary stamps and stamps, the first pair of numbers is assigned by the Veterinary Department of the Ministry of Agriculture and Food of the Russian Federation (the numbers are indicated in Appendix 2);

the second pair of numbers is assigned by the chief state veterinary inspectors of the republics within the Russian Federation, autonomous formations, territories, regions;

the third pair of numbers is assigned by the state veterinary inspector of the district (city).

The chief state veterinary inspectors of the republics within the Russian Federation, autonomous formations, territories, regions submit to the Veterinary Department of the Ministry of Agriculture and Food of the Russian Federation a list of new veterinary brands and stamps in accordance with paragraphs. 2.2, 2.3, 2.4 of this Manual.

3. The procedure for branding meat and offal

3.1. On the meat of all types of animals, the imprint of the veterinary mark or stamp is placed in the following order:

  1. for meat carcasses and half carcasses - one in the area of ​​each shoulder blade and thigh;
  2. for each quarter, pieces of bacon - one stamp;
  3. on the heart, tongue, lungs, liver, kidneys, head - one brand each (mandatory for laboratory veterinary sanitary examination);
  4. two brands are put on the carcasses of rabbits and nutria; one at the scapula and one on the outside of the thigh;
  5. in the laboratories of veterinary sanitary examination, one stamp is put on poultry carcasses on the neck or outer surface of the thigh (branding of game is carried out in the same way);
  6. at meat and poultry factories, poultry factories and poultry factories, an electric brand is placed on the outer surface of the lower leg: for carcasses of chickens, chickens, ducklings, guinea fowls - on one leg; for carcasses of ducks, goslings, geese, turkeys and turkeys - on both legs;
  7. on poultry carcasses subject to industrial processing, they put an electric stamp "p" in the back area.

The meat of horses, camels, deer, bears, donkeys, mules, which has undergone a veterinary examination, is branded with a vet-brand and an additional stamp is placed next to it in accordance with clause 2.5 of this Instruction.

No stigma is placed on raw fat, but several labels with an imprint of a veterinary stigma are glued.

3.2. Meat and animal by-products obtained under conditions precluding a full list of veterinary and sanitary examinations are branded with a rectangular stamp "Preliminary examination" and sent to one of the state veterinary institutions or enterprises for veterinary sanitary examination in full.

3.3. Meat and offal that are to be released only after neutralization and sent for processing to sausage and other products should only be stamped with a veterinary stamp indicating the method of neutralization or diagnosis, and the oval stamp should not be put.

3.4. In addition to the veterinary mark, boar meat is stamped "Boar PP" (the letters "PP" denote industrial processing).

3.5. Several labels with imprints of veterinary stamps are glued to the container with poultry carcasses to be neutralized, indicating, according to the rules of veterinary sanitary examination of meat and meat products, the method of neutralization: "Provarka", "For canned food", etc.

3.6. On the carcasses (carcasses) of all types of animals (including birds and rabbits), recognized as unsuitable for food purposes according to the results of the veterinary and sanitary examination, they put at least 3 - 4 imprints of a veterinary stamp with the inscription "Junk".

3.7. Meat that has changed its veterinary and sanitary characteristics as a result of violation of storage or transportation conditions is subject to repeated veterinary examination and re-branding with the application of stamps in accordance with paragraphs. 2.4 and 3.1 of this Instruction with preliminary removal of oval stamps.

4. Control and responsibility for the implementation of this Instruction

4.1. Veterinary specialists who have received the right to be branded are responsible for the veterinary and sanitary assessment of meat in the prescribed manner.

4.2. Responsibility for the implementation of the Instruction lies with the heads of farms, enterprises and organizations that slaughter animals and process their slaughter products, refrigerators, cold storage plants and transport services, as well as citizens - livestock owners.

4.3. This Instruction is mandatory for all veterinary specialists, heads of farms, enterprises and organizations for the processing of livestock and poultry, markets and refrigerators, regardless of the form of ownership, all ministries and departments without exception, as well as citizens.

4.4. Enterprises of trade and public catering, regardless of their departmental subordination and forms of ownership, are allowed to accept, process and sell meat in carcasses, half-carcasses, quarters, only having an oval-shaped veterinary stamp and accompanied by a veterinary certificate (certificate).

4.5. Control over the implementation of the Instruction is entrusted to the bodies of state veterinary supervision.

Meat marking consists in applying hallmarks for each carcass, half carcass, quarter of all types of slaughter animals. The veterinary stamp confirms that the meat was obtained from animals that have passed a veterinary examination in farms free of quarantine diseases, but does not give the right to sell meat without a full veterinary examination.

It is placed on by-products and meat, which are subject to neutralization and sent for processing into sausages and other meat products.

Indicates the procedure for the use of meat in accordance with the current veterinary, sanitary and hygienic norms and rules.

The veterinary mark or stamp on all types of meat is placed one at a time in the thigh or shoulder area of ​​the carcass or half carcass.

Each quarter has one mark.

On the carcasses of nutria and rabbits - they put 2 brands: 1 - in the area of ​​the shoulder blade, 2 - on the outside of the lower leg.

One brand is put on each by-product.

If the veterinary and sanitary characteristics of meat have changed as a result of violation of the transportation or storage conditions, it is subject to repeated veterinary examination and re-branding.

Public catering and trade enterprises, regardless of their forms of ownership and departmental subordination, are allowed to process, accept and sell meat in carcasses, half-carcasses, quarters, which bear an oval-shaped stamp and have a veterinary certificate (certificate).

The ability to enter information about used and invalid veterinary brands has been implemented.

Information about the stamps is added to the information about the supervised object in the section "Settings" - "Register of supervised objects (enterprises, markets, etc.)" and "Register of enterprises of the Customs Union" (Fig. 1).

  • "Register of enterprises of the Customs Union" - enterprises certified for export to other countries of the Customs Union;
  • "Register of supervised objects (enterprises, markets, etc.)" - other enterprises not certified for export to other countries of the Customs Union.

The ability to enter information about supervised objects (enterprises, SBBZh and GLVSE markets) and the veterinary stamps used on them is provided to users with the "Administrator" role in the "Argus.VU" subsystem.

Before adding the company identification number or vet number. it is necessary to find the enterprise in the register. If the company is not in the database, then add information about it.

To add a new enterprise, follow the link to the required register and click the "Add" button (Fig. 2).

After the performed actions, the page "Adding an enterprise" will open (Fig. 3), where for the "Register of supervised objects" you must enter the following information:

  • "Type of supervised object" (enterprise, market, SBBZh, ship). If the addition takes place in the register of enterprises of the Customs Union, then this field is determined automatically, the type of supervised object is an enterprise.
  • “Identification number of the company / vet number. hallmarks ";
  • "Company name";
  • "Actual address" - the address of the actual location of the enterprise;
  • "Country" - the field is determined automatically, not available for editing;
  • "Region" - the field is determined automatically, not available for editing;
  • "District" - the area where the enterprise is located.

When adding to the "register of enterprises of the Customs Union", you must also indicate:

  • "Type of certified activity" - the activity for which the enterprise is certified;
  • "Importing countries" - countries to which the company has the ability to export products.

To add a company identification number or vet number. hallmarks, click the "Add" link. This will open the form “Add company number / vet number. hallmarks "(Fig. 3). If the company does not have a number assigned during registration, then check the “Number is missing” checkbox.

Company number, or vet. enter stamps in the corresponding text field, the number can be entered only for one stamp. If you need to add information about several brands, then after filling out and saving this form, on the "Add company" page ("Change information about the company"), click the "Add" link again.

For vet. stamps, you must select the type from the drop-down list. For SBBZh, the type of stamp can be oval and rectangular, for other enterprises only oval.

If the brand is out of use, check the “Brand out of use” box and indicate the reason and date of the brand out of use.

To save the entered data, click the "Add" button. After determining the company number / vet number. we return to the form for adding an enterprise.

After filling in the "Add a company" form, to save it, click the "Save" button. If you need to add several records in a row, click the "Save and add more" button.

After saving the entered data, the "View enterprise information" page will open, which displays all information about the created enterprise. This entry is available for editing and deletion.

After saving, the message "It is necessary to attach an economic entity to this enterprise" will be displayed. For the enterprises of the Customs Union, the attachment of an economic entity is mandatory, for other supervised objects it is not necessary. If the required company is already in the register, then to add the identification number of the company, or vet number. hallmarks, press the "Edit" button (Fig. 5).

After this, the page "Change information about the company" will open, where when you click on the link "Add", you can add information about the company number, or vet number. hallmarks (fig. 6).

Important

  • Only a user with the Administrator role can make changes to the registries.
  • Before starting work, you must enter all the information about the user (position, phone number, e-mail), the data is defined in the "Settings" section on the "User information" page.
  • After saving the entered data on the page "Viewing information about the company" the message "You need to attach a business entity to this company" will be displayed. For the enterprises of the Customs Union, the attachment of an economic entity is mandatory, for other supervised objects it is not necessary.
