    How to privatize an apartment through the MFC

    How to practically submit documents for privatization of an apartment? There are several ways and, accordingly, organizations that you need to contact:

    1. personally or through a representative, submit an application to the Administration of your territorial entity (city)
    2. submit an application online through the Internet portal of the Administration of your territorial entity (not possible everywhere)
    3. submit an application for privatization to the MFC “My Documents”

    Please note: it is currently (2018) impossible to submit an application for privatization online through the federal State Services website (according to information from the portal’s support service), but it is possible to submit an application electronically through the websites of the Administrations of regional centers.

More about this below, but for now we will give step-by-step instructions on how to privatize an apartment in the MFC.

    Step-by-step instruction

    Step 1. Select the MFC closest to you. To do this, you can use it throughout Russia on our website. Before you go to submit an application for privatization, it would be useful to make sure by phone that this service is provided at your MFC. The official name of the service: “Transfer of residential premises of the municipal housing stock into the ownership of citizens through privatization” (the name of the service may differ slightly from region to region).

    Step 2. Prepare documents, see list above. We recommend that you check this list for your region. To submit an application for privatization, all citizens over 14 years of age who have the right to privatize a given apartment, or their representatives, including those who wish to refuse privatization, must appear in person. Everyone must have identification cards and birth certificates for children under 14 years of age, and representatives must have documents confirming their authority (usually a notarized power of attorney).

    Step 3. Fill out an application for privatization with the help of an MFC specialist and sign in the indicated places either for consent to privatization or for refusal of privatization. Receive a receipt for documents acceptance. Download the privatization application form for Moscow.

    Step 4. Within the specified period, return to your MFC and receive a completed document - an Agreement on the transfer of privatized housing into the ownership of citizens in the manner of privatization.

    This agreement establishes your ownership of the apartment, which now needs to be registered with Rosreestr, which can also be done at the MFC.

    Deadlines for housing privatization through the MFC

    The period for privatization of an apartment is established by law and is 2 months. As a result of the provision of the service, you will receive either an agreement on the transfer of ownership of the apartment to citizens through privatization, or a refusal.

    Please note: the provision of services may be suspended for up to 1 month. in case some documents are missing or for some other reasons.

    Cost of the procedure

    The cost of privatization, including through the MFC, is currently zero (performed free of charge). However, the production of certificates and preparation of other documents may require costs.

    Possible grounds for refusal to provide a service:

    • lack of all necessary documents
    • use by a citizen of the right to one-time privatization
    • emergency condition of housing
